Beijing-Tianjin-Hebei sees rising innovation capacity and collaboration

The annual growth rate of the Beijing-Tianjin-Hebei collaborative innovation index averaged 11.5% from 2013 to 2023, showcasing the progress made in coordinated development and innovation in this region, according to a report released by Peking University's Beijing Development Institute.

The index measures the coordinated development and innovation of the Beijing-Tianjin-Hebei region in multiple dimensions, including innovation capacity, scientific research collaboration, technological connectivity, innovation performance, and the environment for innovation.

From 2013 to 2023, the proportion of research & development (R&D) expenditure to GDP in the Beijing-Tianjin-Hebei region increased from 3.22% to 4.27%, surpassing the national average by 1.62 percentage points, demonstrating the region's strength in R&D investment. 

In the same period, Beijing’s collaborative innovation index increased from 661.7 to 1025.5, marking the largest growth in the region. And its R&D intensity rose from 5.98% in 2013 to 6.73% in 2023, maintaining its leading position in the country.

Beijing also took the lead in knowledge innovation achievements. In 2023, Beijing published 9,180 articles in 82 top global natural science journals, including Nature, Science, and Cell. This figure almost doubled that of second-ranking Shanghai, which published 4,817 articles.

Beijing registered 106,600 technology contracts in 2023, with a transaction value of 853.69 billion yuan (US$119.5 billion), representing a year-on-year increase of 7.4%. 

In 2023, the transaction value of technology contracts exported from Beijing to Tianjin municipality and Hebei province reached 74.87 billion yuan, increasing twofold from the previous year. This accounted for 15.1% of Beijing's technology contract exports to other provinces and cities, indicating a rapid rise in Beijing's influence and leadership in driving innovation resources in the Beijing-Tianjin-Hebei region.
