Foreign Buddhist practitioners and religious affairs officials said visits to key Tibetan sites and research institutions in China this week have deepened their understanding of the reincarnation system of Living Buddhas and the development of Tibetan Buddhism in the country.

The report titled "Winning Votes or Winning People?" will introduce a globally relevant system for assessing the effectiveness of political parties worldwide, and offer a comprehensive and objective framework for comparing and analyzing political parties in terms of governance effectiveness.
