| 在繼續(xù)推進(jìn)“一國(guó)兩制”事業(yè)的新征程上,既要堅(jiān)持全面準(zhǔn)確地理解和貫徹“一國(guó)兩制”方針政策，確保“一國(guó)兩制”實(shí)踐沿著正確的軌道前進(jìn)，又要積極有效應(yīng)對(duì)香港在發(fā)展中面臨的困難和挑戰(zhàn)。面對(duì)內(nèi)外經(jīng)濟(jì)環(huán)境的深刻調(diào)整和變化，香港需要不斷提升競(jìng)爭(zhēng)力；香港長(zhǎng)期積累的一些深層次矛盾日益突出，需要社會(huì)各界群策群力共同化解；香港與內(nèi)地交流合作不斷深入，需要加強(qiáng)彼此間的溝通協(xié)調(diào)，妥善處理民眾關(guān)切。同時(shí)，還要始終警惕外部勢(shì)力利用香港干預(yù)中國(guó)內(nèi)政的圖謀，防范和遏制極少數(shù)人勾結(jié)外部勢(shì)力干擾破壞“一國(guó)兩制”在香港的實(shí)施。研究解決好這些問題，深化“一國(guó)兩制”在香港特別行政區(qū)的實(shí)踐，必將進(jìn)一步彰顯“一國(guó)兩制”的強(qiáng)大生命力。 | The endeavor to further the practice of "one country, two systems" requires both a comprehensive and accurate understanding and implementation of the policy to ensure that the practice moves forward on the right track and proactive and effective response to the difficulties and challenges confronting Hong Kong in its development. In the face of profound adjustments and changes in the economic environment both within and outside the region, Hong Kong needs to continuously enhance its competitiveness. Some deep-seated problems that have built up over a long period of time are becoming more conspicuous and need to be solved by pooling the efforts of all sectors. The deepening exchanges and cooperation between the HKSAR and the mainland call for better communication and coordination, and the concerns of the people should be properly addressed. Meanwhile, it is necessary to stay alert to the attempt of outside forces to use Hong Kong to interfere in China's domestic affairs, and prevent and repel the attempt made by a very small number of people who act in collusion with outside forces to interfere with the implementation of "one country, two systems" in Hong Kong. A proper handling of these issues and further implementation of "one country, two systems" in Hong Kong will further demonstrate the strong vitality of the policy of "one country, two systems." |
| 當(dāng)前，全國(guó)人民正滿懷信心地為實(shí)現(xiàn)“兩個(gè)一百年”的奮斗目標(biāo)和中華民族偉大復(fù)興的中國(guó)夢(mèng)而努力奮斗。不斷豐富和發(fā)展“一國(guó)兩制”在香港特別行政區(qū)的實(shí)踐，保持香港長(zhǎng)期繁榮穩(wěn)定，是中國(guó)夢(mèng)的重要組成部分，也是完善和發(fā)展中國(guó)特色社會(huì)主義制度，推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化的必然要求。中央政府將一如既往地與香港特別行政區(qū)政府和廣大香港同胞一道，全面準(zhǔn)確貫徹“一國(guó)兩制”方針政策和香港基本法，進(jìn)一步推動(dòng)香港特別行政區(qū)各項(xiàng)事業(yè)的發(fā)展。我們堅(jiān)信，香港特別行政區(qū)必將繼續(xù)沿著“一國(guó)兩制”方針和香港基本法的軌道穩(wěn)步前進(jìn)，與祖國(guó)內(nèi)地共同開創(chuàng)中華民族更加美好的明天。 | Now, people all over the country are working hard with full confidence towards the "two centenary goals" -- to complete the building of a moderately prosperous society in all respects when the Communist Party of China celebrates its centenary in 2021, and to turn China into a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious when the PRC marks its centenary in 2049 -- as well as the Chinese dream of the great rejuvenation of the Chinese nation. Continuously enriching and developing the practice of "one country, two systems" in the HKSAR and maintaining long-term prosperity and stability in the region are integral part of the Chinese dream. It is also a necessary requirement for improving and developing socialism with Chinese characteristics and promoting the modernization of the national governance system and governing capability. The central government will continue to work with the HKSAR government and the Hong Kong compatriots to fully and faithfully implement the principle of "one country, two systems" and the Basic Law, so as to further the development of all undertakings in Hong Kong. We are convinced that the HKSAR will advance steadily forward under the principle of "one country, two systems" and the Basic Law, and work hand in hand with the mainland toward a better future for the Chinese nation. |
