| 我曾在浙江工作多年，多次來(lái)過(guò)烏鎮(zhèn)。今天再次來(lái)到這里，既感到親切熟悉，又感到耳目一新。去年，首屆世界互聯(lián)網(wǎng)大會(huì)在這里舉辦，推動(dòng)了網(wǎng)絡(luò)創(chuàng)客、網(wǎng)上醫(yī)院、智慧旅游等快速發(fā)展，讓這個(gè)白墻黛瓦的千年古鎮(zhèn)煥發(fā)出新的魅力。烏鎮(zhèn)的網(wǎng)絡(luò)化、智慧化，是傳統(tǒng)和現(xiàn)代、人文和科技融合發(fā)展的生動(dòng)寫照，是中國(guó)互聯(lián)網(wǎng)創(chuàng)新發(fā)展的一個(gè)縮影，也生動(dòng)體現(xiàn)了全球互聯(lián)網(wǎng)共享發(fā)展的理念。 | I have worked in Zhejiang for many years and visited Wuzhen on several occasions. Today, coming back to Wuzhen, I find the town both familiar and new. The first World Internet Conference held here last year gave a strong boost to the development of online maker, online hospital, smart tourism and other Internet applications, and added a new, fascinating dimension to the charm of this historical town. An Internet-empowered and smart town, Wuzhen is a vivid example of what can be achieved by combining tradition with modernity and integrating culture with science. It showcases the innovative development of the Internet in China and reflects the principle that global Internet development is indeed shared by all. |
| 縱觀世界文明史，人類先后經(jīng)歷了農(nóng)業(yè)革命、工業(yè)革命、信息革命。每一次產(chǎn)業(yè)技術(shù)革命，都給人類生產(chǎn)生活帶來(lái)巨大而深刻的影響。現(xiàn)在，以互聯(lián)網(wǎng)為代表的信息技術(shù)日新月異，引領(lǐng)了社會(huì)生產(chǎn)新變革，創(chuàng)造了人類生活新空間，拓展了國(guó)家治理新領(lǐng)域，極大提高了人類認(rèn)識(shí)世界、改造世界的能力。互聯(lián)網(wǎng)讓世界變成了“雞犬之聲相聞”的地球村，相隔萬(wàn)里的人們不再“老死不相往來(lái)”?？梢哉f(shuō)，世界因互聯(lián)網(wǎng)而更多彩，生活因互聯(lián)網(wǎng)而更豐富。 | Looking at the history of world civilizations, humanity has progressed along with agricultural, industrial and information revolutions. Each of these industrial and technological revolutions has had great and profound impact on our way of production and life. Today, information technologies represented by the Internet are experiencing rapid changes with each passing day. They have brought about new ways of social production, created new space for people's life, opened new horizons of state governance, and enhanced our ability to understand and shape the world. The Internet has turned the world into a global village where distance no longer prevents people from interacting with each other. Communication is made easier than ever before. Indeed, thanks to the Internet, our world has become more colorful and people now live a fuller life. |
| 中國(guó)正處在信息化快速發(fā)展的歷史進(jìn)程之中。中國(guó)高度重視互聯(lián)網(wǎng)發(fā)展，自21年前接入國(guó)際互聯(lián)網(wǎng)以來(lái)，我們按照積極利用、科學(xué)發(fā)展、依法管理、確保安全的思路，加強(qiáng)信息基礎(chǔ)設(shè)施建設(shè)，發(fā)展網(wǎng)絡(luò)經(jīng)濟(jì)，推進(jìn)信息惠民。同時(shí)，我們依法開展網(wǎng)絡(luò)空間治理，網(wǎng)絡(luò)空間日漸清朗。目前，中國(guó)有6.7億網(wǎng)民、413萬(wàn)多家網(wǎng)站，網(wǎng)絡(luò)深度融入經(jīng)濟(jì)社會(huì)發(fā)展、融入人民生活。 | China is going through a historic process of rapid application of information technologies. China attaches great importance to Internet development. Since China was connected to World Wide Web 21 years ago, we have, in keeping with the principles of proactive utilization, rational development, law-based regulation and assurance of security, strengthened IT infrastructure, developed cyber economy and made life better for our people through IT application. In the meantime, we have conducted governance of cyberspace in accordance with law, and ensured a clean environment in the cyberspace. Today, China is already home to 670 million Internet users and over 4.13 million websites. The Internet is now deeply integrated into China's economic and social development and the life of the Chinese people. |

During the 13th Five-Year Plan period, China will vigorously implement the national cyber development strategy, the national big data strategy and the "Internet Plus" action plan. We will develop an uplifting cyber culture, open up more space for cyber economy, and promote the integration of Internet development with economic and social progress. | 隨著世界多極化、經(jīng)濟(jì)全球化、文化多樣化、社會(huì)信息化深入發(fā)展，互聯(lián)網(wǎng)對(duì)人類文明進(jìn)步將發(fā)揮更大促進(jìn)作用。同時(shí)，互聯(lián)網(wǎng)領(lǐng)域發(fā)展不平衡、規(guī)則不健全、秩序不合理等問(wèn)題日益凸顯。不同國(guó)家和地區(qū)信息鴻溝不斷拉大，現(xiàn)有網(wǎng)絡(luò)空間治理規(guī)則難以反映大多數(shù)國(guó)家意愿和利益；世界范圍內(nèi)侵害個(gè)人隱私、侵犯知識(shí)產(chǎn)權(quán)、網(wǎng)絡(luò)犯罪等時(shí)有發(fā)生，網(wǎng)絡(luò)監(jiān)聽、網(wǎng)絡(luò)攻擊、網(wǎng)絡(luò)恐怖主義活動(dòng)等成為全球公害。面對(duì)這些問(wèn)題和挑戰(zhàn)，國(guó)際社會(huì)應(yīng)該在相互尊重、相互信任的基礎(chǔ)上，加強(qiáng)對(duì)話合作，推動(dòng)互聯(lián)網(wǎng)全球治理體系變革，共同構(gòu)建和平、安全、開放、合作的網(wǎng)絡(luò)空間，建立多邊、民主、透明的全球互聯(lián)網(wǎng)治理體系。 | With the deepening of world multi-polarity, economic globalization, cultural diversity and IT application, the Internet will only play a bigger role in the progress of human civilization. At the same time, however, such problems as unbalanced development, inadequate rules and inequitable order have become more evident in the field of the Internet. The information gap between different countries and regions is widening, and the existing rules governing the cyberspace hardly reflect the desires and interests of the majority of countries. Infringements of individual privacy and intellectual property rights as well as cyber crimes happen from time to time around the world. Cyber surveillance, cyber attack and cyber terrorism have become a global scourge. In the face of these problems and challenges, the international community must enhance dialogue and cooperation on the basis of mutual respect and trust, promote transformation of the global Internet governance system, and work together to foster a peaceful, secure, open and cooperative cyberspace and put in place a multilateral, democratic and transparent global Internet governance system. |
| 推進(jìn)全球互聯(lián)網(wǎng)治理體系變革，應(yīng)該堅(jiān)持以下原則。 | To make progress in the transformation of the global Internet governance system, the following principles must be upheld: |
| ——尊重網(wǎng)絡(luò)主權(quán)。《聯(lián)合國(guó)憲章》確立的主權(quán)平等原則是當(dāng)代國(guó)際關(guān)系的基本準(zhǔn)則，覆蓋國(guó)與國(guó)交往各個(gè)領(lǐng)域，其原則和精神也應(yīng)該適用于網(wǎng)絡(luò)空間。我們應(yīng)該尊重各國(guó)自主選擇網(wǎng)絡(luò)發(fā)展道路、網(wǎng)絡(luò)管理模式、互聯(lián)網(wǎng)公共政策和平等參與國(guó)際網(wǎng)絡(luò)空間治理的權(quán)利，不搞網(wǎng)絡(luò)霸權(quán)，不干涉他國(guó)內(nèi)政，不從事、縱容或支持危害他國(guó)國(guó)家安全的網(wǎng)絡(luò)活動(dòng)。 | - Respect for cyber sovereignty. The principle of sovereign equality enshrined in the Charter of the United Nations is one of the basic norms in contemporary international relations. It covers all aspects of state-to-state relations, which also includes cyberspace. We should respect the right of individual countries to independently choose their own path of cyber development, model of cyber regulation and Internet public policies, and participate in international cyberspace governance on an equal footing. No country should pursue cyber hegemony, interfere in other countries' internal affairs or engage in, connive at or support cyber activities that undermine other countries' national security. |
| ——維護(hù)和平安全。一個(gè)安全穩(wěn)定繁榮的網(wǎng)絡(luò)空間，對(duì)各國(guó)乃至世界都具有重大意義。在現(xiàn)實(shí)空間，戰(zhàn)火硝煙仍未散去，恐怖主義陰霾難除，違法犯罪時(shí)有發(fā)生。網(wǎng)絡(luò)空間，不應(yīng)成為各國(guó)角力的戰(zhàn)場(chǎng)，更不能成為違法犯罪的溫床。各國(guó)應(yīng)該共同努力，防范和反對(duì)利用網(wǎng)絡(luò)空間進(jìn)行的恐怖、淫穢、販毒、洗錢、賭博等犯罪活動(dòng)。不論是商業(yè)竊密，還是對(duì)政府網(wǎng)絡(luò)發(fā)起黑客攻擊，都應(yīng)該根據(jù)相關(guān)法律和國(guó)際公約予以堅(jiān)決打擊。維護(hù)網(wǎng)絡(luò)安全不應(yīng)有雙重標(biāo)準(zhǔn)，不能一個(gè)國(guó)家安全而其他國(guó)家不安全，一部分國(guó)家安全而另一部分國(guó)家不安全，更不能以犧牲別國(guó)安全謀求自身所謂絕對(duì)安全。 | - Maintenance of peace and security. A secure, stable and prosperous cyberspace is of great significance to all countries and the world. In the real world, there are still lingering wars, shadows of terrorism and occurrences of crimes. Cyberspace should not become a battlefield for countries to wrestle with one another, still less should it become a hotbed for crimes. Countries should work together to prevent and oppose the use of cyberspace for criminal activities such as terrorism, pornography, drug trafficking, money laundering and gambling. All cyber crimes, be they commercial cyber thefts or hacker attacks against government networks, should be firmly combated in accordance with relevant laws and international conventions. No double standards should be allowed in upholding cyber security. We cannot just have the security of one or some countries while leaving the rest insecure, still less should one seek the so-called absolute security of itself at the expense of the security of others. |
| ——促進(jìn)開放合作?！疤煜录嫦鄲?ài)則治，交相惡則亂?！蓖晟迫蚧ヂ?lián)網(wǎng)治理體系，維護(hù)網(wǎng)絡(luò)空間秩序，必須堅(jiān)持同舟共濟(jì)、互信互利的理念，擯棄零和博弈、贏者通吃的舊觀念。各國(guó)應(yīng)該推進(jìn)互聯(lián)網(wǎng)領(lǐng)域開放合作，豐富開放內(nèi)涵，提高開放水平，搭建更多溝通合作平臺(tái)，創(chuàng)造更多利益契合點(diǎn)、合作增長(zhǎng)點(diǎn)、共贏新亮點(diǎn)，推動(dòng)彼此在網(wǎng)絡(luò)空間優(yōu)勢(shì)互補(bǔ)、共同發(fā)展，讓更多國(guó)家和人民搭乘信息時(shí)代的快車、共享互聯(lián)網(wǎng)發(fā)展成果。 | - Promotion of openness and cooperation. As an old Chinese saying goes, "When there is mutual care, the world will be in peace; when there is mutual hatred, the world will be in chaos." To improve the global Internet governance system and maintain the order of cyberspace, we should firmly follow the concept of mutual support, mutual trust and mutual benefit and reject the old mentality of zero-sum game or "winner takes all". All countries should advance opening-up and cooperation in cyberspace and further substantiate and enhance the opening-up efforts. We should also build more platforms for communication and cooperation and create more converging points of interests, growth areas for cooperation and new highlights for win-win outcomes. Efforts should be made to advance complementarity of strengths and common development of all countries in cyberspace so that more countries and people will ride on the fast train of the information age and share the benefits of Internet development. |
| ——構(gòu)建良好秩序。網(wǎng)絡(luò)空間同現(xiàn)實(shí)社會(huì)一樣，既要提倡自由，也要保持秩序。自由是秩序的目的，秩序是自由的保障。我們既要尊重網(wǎng)民交流思想、表達(dá)意愿的權(quán)利，也要依法構(gòu)建良好網(wǎng)絡(luò)秩序，這有利于保障廣大網(wǎng)民合法權(quán)益。網(wǎng)絡(luò)空間不是“法外之地”。網(wǎng)絡(luò)空間是虛擬的，但運(yùn)用網(wǎng)絡(luò)空間的主體是現(xiàn)實(shí)的，大家都應(yīng)該遵守法律，明確各方權(quán)利義務(wù)。要堅(jiān)持依法治網(wǎng)、依法辦網(wǎng)、依法上網(wǎng)，讓互聯(lián)網(wǎng)在法治軌道上健康運(yùn)行。同時(shí)，要加強(qiáng)網(wǎng)絡(luò)倫理、網(wǎng)絡(luò)文明建設(shè)，發(fā)揮道德教化引導(dǎo)作用，用人類文明優(yōu)秀成果滋養(yǎng)網(wǎng)絡(luò)空間、修復(fù)網(wǎng)絡(luò)生態(tài)。 | - Cultivation of good order. Like in the real world, freedom and order are both necessary in cyberspace. Freedom is what order is meant for and order is the guarantee for freedom. We should respect Internet users' rights to exchange their ideas and express their minds, and we should also build a good order in cyberspace in accordance with law as it will help protect the legitimate rights and interests of all Internet users. Cyberspace is not a place beyond the rule of law. Cyberspace is virtual, but players in cyberspace are real. Everyone should abide by the law, with the rights and obligations of parties concerned clearly defined. Cyberspace must be governed, operated and used in accordance with law, so that the Internet can enjoy sound development under the rule of law. In the meantime, greater efforts should be made to strengthen ethical standards and civilized behaviors in cyberspace. We should give full play to the role of moral teachings in guiding the use of the Internet to make sure that the fine accomplishments of human civilizations will nourish the growth of cyberspace and help rehabilitate cyber ecology. |

| 網(wǎng)絡(luò)空間是人類共同的活動(dòng)空間，網(wǎng)絡(luò)空間前途命運(yùn)應(yīng)由世界各國(guó)共同掌握。各國(guó)應(yīng)該加強(qiáng)溝通、擴(kuò)大共識(shí)、深化合作，共同構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體。對(duì)此，我愿提出5點(diǎn)主張。 | Cyberspace is the common space of activities for mankind. The future of cyberspace should be in the hands of all countries. Countries should step up communication, broaden consensus and deepen cooperation to jointly build a community of shared future in cyberspace. To this end, I wish to put forward five proposals. |
| 第一，加快全球網(wǎng)絡(luò)基礎(chǔ)設(shè)施建設(shè)，促進(jìn)互聯(lián)互通。網(wǎng)絡(luò)的本質(zhì)在于互聯(lián)，信息的價(jià)值在于互通。只有加強(qiáng)信息基礎(chǔ)設(shè)施建設(shè)，鋪就信息暢通之路，不斷縮小不同國(guó)家、地區(qū)、人群間的信息鴻溝，才能讓信息資源充分涌流。中國(guó)正在實(shí)施“寬帶中國(guó)”戰(zhàn)略，預(yù)計(jì)到2020年，中國(guó)寬帶網(wǎng)絡(luò)將基本覆蓋所有行政村，打通網(wǎng)絡(luò)基礎(chǔ)設(shè)施“最后一公里”，讓更多人用上互聯(lián)網(wǎng)。中國(guó)愿同各方一道，加大資金投入，加強(qiáng)技術(shù)支持，共同推動(dòng)全球網(wǎng)絡(luò)基礎(chǔ)設(shè)施建設(shè)，讓更多發(fā)展中國(guó)家和人民共享互聯(lián)網(wǎng)帶來(lái)的發(fā)展機(jī)遇。 | First, speed up the building of global Internet infrastructure and promote inter-connectivity. The essence of the Internet is connectivity, and herein lies the value of information. We should strengthen the building of IT infrastructure for information to travel on a smooth road. Only in this way can we narrow the digital divide between different countries, regions and communities and ensure full flow of information resources. China is now implementing the "Broadband China" strategy. It is estimated that by 2020, broadband network in China will basically cover all the villages. The "last kilometer" of Internet infrastructure will be linked up thanks to this strategy and more people will have access to the Internet. China stands ready to work with all parties concerned to come up with more investment and technical support to jointly advance the building of global Internet infrastructure and enable more developing countries and their people to share the development opportunities brought by the Internet. |
| 第二，打造網(wǎng)上文化交流共享平臺(tái)，促進(jìn)交流互鑒。文化因交流而多彩，文明因互鑒而豐富。互聯(lián)網(wǎng)是傳播人類優(yōu)秀文化、弘揚(yáng)正能量的重要載體。中國(guó)愿通過(guò)互聯(lián)網(wǎng)架設(shè)國(guó)際交流橋梁，推動(dòng)世界優(yōu)秀文化交流互鑒，推動(dòng)各國(guó)人民情感交流、心靈溝通。我們?cè)竿鲊?guó)一道，發(fā)揮互聯(lián)網(wǎng)傳播平臺(tái)優(yōu)勢(shì)，讓各國(guó)人民了解中華優(yōu)秀文化，讓中國(guó)人民了解各國(guó)優(yōu)秀文化，共同推動(dòng)網(wǎng)絡(luò)文化繁榮發(fā)展，豐富人們精神世界，促進(jìn)人類文明進(jìn)步。 | Second, build an online platform for cultural exchange and mutual learning. Culture and civilization are enriched through exchange and mutual learning. The Internet is an important carrier to spread mankind's fine cultures and promote positive energy. China is willing to build, through the Internet, a bridge of international cultural interaction for the fine cultures of the world to learn from each other and for people of all countries to share their feelings and enhance mutual understanding. We will work with all other countries to leverage the strength of the Internet as a communication platform, so that people of other countries will come to know more about China's fine culture and the Chinese people will learn more of theirs. Together, we will promote the prosperity and development of cyber culture, which will enrich people's mind and thinking, and advance human civilization and progress. |
| 第三，推動(dòng)網(wǎng)絡(luò)經(jīng)濟(jì)創(chuàng)新發(fā)展，促進(jìn)共同繁榮。當(dāng)前，世界經(jīng)濟(jì)復(fù)蘇艱難曲折，中國(guó)經(jīng)濟(jì)也面臨著一定下行壓力。解決這些問(wèn)題，關(guān)鍵在于堅(jiān)持創(chuàng)新驅(qū)動(dòng)發(fā)展，開拓發(fā)展新境界。中國(guó)正在實(shí)施“互聯(lián)網(wǎng)+”行動(dòng)計(jì)劃，推進(jìn)“數(shù)字中國(guó)”建設(shè)，發(fā)展分享經(jīng)濟(jì)，支持基于互聯(lián)網(wǎng)的各類創(chuàng)新，提高發(fā)展質(zhì)量和效益。中國(guó)互聯(lián)網(wǎng)蓬勃發(fā)展，為各國(guó)企業(yè)和創(chuàng)業(yè)者提供了廣闊市場(chǎng)空間。中國(guó)開放的大門永遠(yuǎn)不會(huì)關(guān)上，利用外資的政策不會(huì)變，對(duì)外商投資企業(yè)合法權(quán)益的保障不會(huì)變，為各國(guó)企業(yè)在華投資興業(yè)提供更好服務(wù)的方向不會(huì)變。只要遵守中國(guó)法律，我們熱情歡迎各國(guó)企業(yè)和創(chuàng)業(yè)者在華投資興業(yè)。我們?cè)敢馔鲊?guó)加強(qiáng)合作，通過(guò)發(fā)展跨境電子商務(wù)、建設(shè)信息經(jīng)濟(jì)示范區(qū)等，促進(jìn)世界范圍內(nèi)投資和貿(mào)易發(fā)展，推動(dòng)全球數(shù)字經(jīng)濟(jì)發(fā)展。 | Third, promote innovative development of cyber economy for common prosperity. The world economy is on a difficult and tortuous path to recovery. The Chinese economy is also under certain downward pressure. Solutions lie in innovation-driven development, which will open new horizons of development. China is now implementing the "Internet Plus" action plan, advancing the building of "Digital China", developing the sharing economy, and supporting Internet-based innovation in all forms, with a view to improving the quality and efficiency of development. The robust growth of China's Internet has provided a big market for enterprises and business starters of all countries. China's door of opening-up will never close. Security and development are like the two wings of a bird or the two wheels of a cart. Security ensures development, and development is what security is aimed at. Cyber security is a global challenge. No country can stay aloof or immune from it. Maintaining cyber security is the shared responsibility of the international community. All countries should work together to contain the abuse of information technology, oppose cyber surveillance and cyber attacks and reject arms race in cyberspace. China will work with all other countries to step up dialogue and exchange, and effectively manage differences. We should push for the formulation of international cyberspace rules accepted by all parties as well as an international convention against terrorism in cyberspace, improve the legal assistance mechanism to fight cyber crimes and jointly uphold peace and security in cyberspace. |
| 第五，構(gòu)建互聯(lián)網(wǎng)治理體系，促進(jìn)公平正義。國(guó)際網(wǎng)絡(luò)空間治理，應(yīng)該堅(jiān)持多邊參與、多方參與，由大家商量著辦，發(fā)揮政府、國(guó)際組織、互聯(lián)網(wǎng)企業(yè)、技術(shù)社群、民間機(jī)構(gòu)、公民個(gè)人等各個(gè)主體作用，不搞單邊主義，不搞一方主導(dǎo)或由幾方湊在一起說(shuō)了算。各國(guó)應(yīng)該加強(qiáng)溝通交流，完善網(wǎng)絡(luò)空間對(duì)話協(xié)商機(jī)制，研究制定全球互聯(lián)網(wǎng)治理規(guī)則，使全球互聯(lián)網(wǎng)治理體系更加公正合理，更加平衡地反映大多數(shù)國(guó)家意愿和利益。舉辦世界互聯(lián)網(wǎng)大會(huì)，就是希望搭建全球互聯(lián)網(wǎng)共享共治的一個(gè)平臺(tái)，共同推動(dòng)互聯(lián)網(wǎng)健康發(fā)展。 | Fifth, build an Internet governance system to promote equity and justice. International cyberspace governance should feature a multilateral approach with multi-party participation. It should be based on consultation among all parties, leveraging the role of various players, including governments, international organizations, Internet companies, technology communities, non-government institutions and individual citizens. There should be no unilateralism. Decisions should not be made with one party calling the shots or only a few parties discussing among themselves. All countries should step up communication and exchange, improve dialogue and consultation mechanism on cyberspace, and study and formulate global Internet governance rules, so that the global Internet governance system becomes more fair and reasonable and reflects in a more balanced way the aspiration and interests of the majority of countries. This World Internet Conference is held precisely for the purpose of building a platform for global Internet to be shared and governed by all and working together for the healthy development of the Internet. |
