China's Information Industry in the 10th Five-Year-Plan Period

According to Cheng Guanghui, spokesman for the Ministry of the Information Industry (MII), China has decided on the framework for the 10th Five-Year-Plan Program and Long-Term Goals for 2010 in information industry and will maintain a sustainable, rapid, and healthy development in this field.

The Chinese information industry maintained a favorable development trend in the first half of the year, adds Cheng. Telecom operation and service sectors brought in 123.47 billion yuan of revenue from January through May, an increase of 27.1 percent over the same period last year, while the sales turnover of the manufacturing sector of IT products increased by 32.7 percent to reach 200.7 billion yuan.

According to Cheng, Chinese information industry has several major tasks according to the 10th Five-Year-Plan Program and Long-Term Goals for 2010:

First, to accelerate the construction of the state information infrastructure, continue the construction of wide-band and high-speed transmission networks, and put more effort into the development of high-speed Internet; to disseminate the importance of developing and using information resources; to promote the integration of telecommunications, radio, television, and computer nets; and to improve the service level of telecommunications and speed up the application of information technology in China's western region.

Second, to quicken the development of information technology and the information industry. This includes improvement of information-technology equipment; breakthroughs in solving the bottlenecks of integrated circuit (IC) and software development; introduction and promotion of digital technology; enhancement of technological innovative ability and upgrading of products. Meanwhile, information technology will be widely applied to all sectors of the national economy so as to reform and upgrade traditional industries, promote information technology in the national economy and social services, promote information technology in enterprises and E-commerce and formulate an overall plan for establishing information technology.

To implement the procedures outlined in Policies of the State Council on Encouraging the Development of the Software and Integrated-Circuit Industries and accelerate the development of the software and IC industries in China, the MII is now working on detailed rules and regulations. It is also cooperating with relevant departments in formulating certificate standards for software enterprises and a list of duty-free IC commodities.
