Scheme to Improve Scientific Research

Government departments have started to formulate a comprehensive national series of programs for basic scientific research, said sources from the Ministry of Science and Technology.

The programs, approved by the State Council, will involve large scientific instruments, data and documents, services for commercializing technological findings and samples of natural resources for research to further stimulate the creative enthusiasm of scientific workers and help nationwide research institutes share resources.

 

The series of programs will aim to make optimal use of the previously scattered research resources and avoid duplication in theoretical research work, Liu Yanhua, vice-minister of science and technology, told a press conference in Beijing yesterday.

 

"It is expected to play an active role in advancing the country's scientific development and promoting international cooperation," he said.

 

Liu said the series of programs will form part of the country's long-term scientific and technological plan.

 

By 2010, advanced research facilities will be set up for scientists to conduct cutting-edge research. Appropriate legislation will also be introduced to help protect intellectual property rights.

 

Under the programs, the country will build a group of research laboratories that can promote cooperative scientific projects involving Chinese and foreign scientists. Scientists will work harder to protect endangered species, and enlarge China's collection of samples from animals, plants, micro-organisms, human genetic materials, mineral products and rare cultural relics, according to Liu's ministry.

 

The series of program will also contribute to global scientific development, said Liu.

 

To ensure the efficient operation of the programs, a cross-commission office and a consultation group have been set up to help co-ordinate important scientific projects. The consultation group consists of 23 experts from the Ministry of Science and Technology, Ministry of Finance, Chinese Academy of Sciences, Commission of National Defense, Science, Technology and Industry and 12 other departments under the State Council.

 

Xu Guanhua, minister of science and technology and the office's director, called on scientific experts to play a full role in the implementation of national strategic plans.
