Silk Road to innovation
Talent management is key to effectively implementing the Belt and Road Initiative. At the Silk Road Forum in Warsaw on June 20, 2016, President Xi Jinping emphasized the unique role talent development can play in leading the way in this regard. It is important, he pointed out, to promote research on courses of action and means to achieve the goals of the initiative, so as to inform decision-making with regard to strategic planning and alignment, policy coordination, and the design of mechanisms. Also crucial is effective dissemination of information about the guiding principles of the initiative and interpretation of policies so as to better respond to the people. Addressing the Legislative Chamber of the Uzbek Supreme Assembly on June 22, 2016, Xi proposed the establishment of a technical cooperation alliance under the Belt and Road Initiative to facilitate training and capacity building. The objective of a Silk Road to innovation is to enhance talent development and exchange of expertise in response to any shortfall of skilled personnel in countries along the proposed Belt and Road. Any new progress in implementing the initiative will, to be sure, be accompanied by new challenges. Overcoming these challenges requires brainpower and expertise. It is therefore vital for counties to learn from each other and join hands in finding solutions.
智力絲綢之路
推進“一帶一路”倡議,人才是關鍵。2016年6月20日,習近平主席在在華沙出席絲路國際論壇時提出,智力先行,強化智庫的支撐引領作用。加強對“一帶一路”建設方案和路徑的研究,在規劃對接、政策協調、機制設計上做好政府的參謀和助手,在理念傳播、政策解讀、民意通達上做好橋梁和紐帶。兩天后的6月22日,他在烏茲別克斯坦最高會議立法院發表演講時明確提出,中方倡議成立“一帶一路”職業技術合作聯盟,培養培訓各類專業人才,攜手打造智力絲綢之路。智力絲綢之路的主要目標是推進沿線國家人才培養和智力交流。 “一帶一路”沿線國家人才短缺的問題不同程度地存在。“一帶一路”建設推進過程中,也會面臨很多新問題新挑戰,更需要越來越多的智力和人才支持,需要各方相互學習、取長補短,共同提出解決方案。
