Building a Community with a Shared Future for Humanity
The world is undergoing major developments, transformation, and adjustment, but peace and development remain the call of our day. No country can address alone the many challenges facing humanity; no country can afford to retreat into self-isolation. All countries should stick together through thick and thin, and join hands to promote world peace and development.
In his speech at the Moscow State Institute of International Relations in March 2013, Xi Jinping for the first time put forward the idea of “a community with a shared future.” He elaborated on this idea on more than one occasions afterward, thus forming a complete thought with rich connotation.
The essence of this vision is, as stated in the report to the 19th CPC National Congress, to “build an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security, and common prosperity.”
In other words, efforts are needed in politics, security, economy, culture and ecology. All countries should respect each other, discuss issues as equals, and take a new approach to developing state-to-state relations with communication, not confrontation, and with partnership, not alliance; commit to settling disputes through dialogue and resolving differences through discussion, coordinate responses to traditional and non-traditional threats, and oppose terrorism in all its forms; stick together through thick and thin, promote trade and investment liberalization and facilitation, and make economic globalization more open, inclusive, and balanced so that its benefits are shared by all; respect the diversity of civilizations, replace estrangement with exchange, clashes with mutual learning, and superiority with coexistence in handling relations among civilizations; be good friends to the environment, cooperate to tackle climate change, and protect our planet for the sake of human survival.
Building a community with a shared future is a major innovation of China. It is producing far-reaching global influence, with high praise and active response from the international community, and has been written into UN documents more than once.
構建人類命運共同體
世界正處于大發展大變革大調整時期，和平與發展仍然是時代主題。沒有哪個國家能夠獨自應對人類面臨的各種挑戰，也沒有哪個國家能夠退回到自我封閉的孤島。世界各國需要以負責任的精神同舟共濟，共同維護和促進世界和平與發展。2013年3月23日，習近平在莫斯科國際關系學院演講時，面向世界首次提出“命運共同體”理念。此后，他在不同場合對構建人類命運共同體進行了重要闡述，形成了科學完整、內涵豐富、意義深遠的思想體系。其核心就是中共十九大報告所指出的，“建設持久和平、普遍安全、共同繁榮、開放包容、清潔美麗的世界”。也就是說，推動構建人類命運共同體，必須從政治、安全、經濟、文化、生態等五個方面著力：政治上，相互尊重、平等協商，走對話而不對抗、結伴而不結盟的國與國交往新路；安全上，堅持以對話解決爭端、以協商化解分歧，統籌應對傳統安全和非傳統安全威脅，反對一切形式的恐怖主義；經濟上，同舟共濟，促進貿易和投資自由化便利化，推動經濟全球化朝著更加開放、包容、普惠、平衡、共贏的方向發展；文化上，尊重世界文明多樣性，以文明交流超越文明隔閡、文明互鑒超越文明沖突、文明共存超越文明優越；生態上，堅持環境友好，合作應對氣候變化，保護好人類賴以生存的地球家園。構建人類命運共同體思想是當代中國外交的重大創新成果，受到國際社會的高度評價和熱烈響應，已被多次寫入聯合國文件，產生日益廣泛而深遠的國際影響。
