The CPC's Absolute Leadership over the Army
The CPC exercises absolute leadership over the army. This is a fundamental principle and a salient feature of China’s military leadership system. The CPC’s absolute leadership is the soul of the Chinese army. It is an important component of China’s basic military system and socialist political system. It is also a major political strength of the Party and the state.
Building people’s forces that obey the Party’s command, can fight battles and win, and maintain excellent conduct is strategically important to achieving the Two Centennial Goals and national rejuvenation.
Since it was founded in 1927, the people’s army, which was once-weak, has grown strong, winning one victory after another. It is the Party’s strong leadership – the lifeblood of the people’s army – that has made this possible. Upholding the Party’s absolute leadership is the fundamental guarantee of a strong army.
To realize the Party’s goal of building a powerful military in the new era, it is a must to fully implement the fundamental principles and systems of Party leadership over the military, and see that the Party’s thinking on strengthening the military for the new era guides work to build national defense and the armed forces. The army must enhance political loyalty, strengthen through reform and technology, and be run in accordance with the law. Greater focus should be placed on combat, innovation, systems building, efficacy and efficiency, and military-civilian integration.
