Employment, Pivotal to the People's Wellbeing
China is a large developing country with a population of over 1.3 billion. Because of its big population size, employment remains the biggest challenge China faces in its efforts to improve the people’s wellbeing. Since the 18th CPC National Congress, a series of policies promoting job creation and entrepreneurship have been launched, leading to a steady improvement in the overall jobs picture, with 65 million new jobs added.
The report to the 19th CPC National Congress highlighted the pivotal importance of employment to the wellbeing of the people. It called for more proactive measures to promote job creation, achieve fuller employment and create better jobs. These measures include expanding vocational skill training programs, tackling structural unemployment, creating jobs by encouraging business startups, providing extensive public employment services, opening channels for college graduates, other young people, and migrant rural workers to find jobs or start their own businesses, and removing institutional barriers that block mobility of labor and talent to ensure everyone has a chance of career success through hard work.
就業是最大的民生
中國是一個13億多人口的發展中大國,龐大的人口基數決定了就業問題是中國最大的民生問題。中共十八大以來,各項促就業、助創業的政策陸續出臺,就業狀況持續改善,成功解決了6500萬人的就業問題。中共十九大報告明確指出,就業是最大的民生。提出,堅持就業優先戰略和積極就業政策,實現更高質量和更充分就業。大規模開展職業技能培訓,注重解決結構性就業矛盾,鼓勵創業帶動就業。提供全方位公共就業服務,提供全方位公共就業服務,促進高校畢業生等青年群體、農民工多渠道就業創業。破除妨礙勞動力、人才社會性流動的體制機制弊端,使人人都有通過辛勤勞動實現自身發展的機會。
