Strengthening Party Discipline
Party organizations at all levels and all members must obey Party rules and regulations. Discipline is vital to the unity of the Party, and provides a basis for realizing the Party’s objectives.
The CPC is a Marxist party informed by revolutionary ideals and iron discipline. Discipline enforcement is therefore pivotal to improving governance within the Party.
At the second plenary session of the 18th CPC Central Commission for Discipline Inspection in January 2013, Xi Jinping called for strengthening Party discipline. The issue of discipline was included in an overall plan for Party development for a new era at the 19th CPC National Congress, and this was an innovative, important part of the Party building initiative.
Discipline must be enforced at both political and organizational levels, to help promote integrity and ethical behavior in interactions with the public, in the performance of official duties, and in daily life.
Training on the importance of discipline will be expanded; rules and regulations improved; and discipline enforcement strengthened. Criticism and self-criticism continue to be a valuable tool for identifying and addressing transgressions and preventing their future occurrence. Oversight and enforcement will be stepped up, and disciplinary or legal action will be taken whenever necessary, including oral warnings, written censure, demotions and prosecutions.
Efforts will be made to identify problems early and correct them while they are nascent. Party organizations with the power to supervise officials will be given corresponding power to take disciplinary action as called for, and accountability for overseeing discipline compliance will be tightened up on, so as to ensure that Party members and officials hold discipline in awe, do not cross the line, and become used to working and living under oversight and constraints.
黨的紀(jì)律建設(shè)
黨的紀(jì)律是黨的各級(jí)組織和全體黨員必須遵守的行為規(guī)則，是維護(hù)黨的團(tuán)結(jié)統(tǒng)一、完成黨的任務(wù)的保證。中國(guó)共產(chǎn)黨是靠革命理想和鐵的紀(jì)律組織起來(lái)的馬克思主義政黨，紀(jì)律嚴(yán)明是黨的光榮傳統(tǒng)和獨(dú)特優(yōu)勢(shì)，加強(qiáng)紀(jì)律建設(shè)是全面從嚴(yán)治黨的治本之策。2013年1月，在十八屆中央紀(jì)委二次全會(huì)上，習(xí)近平明確提出“加強(qiáng)黨的紀(jì)律建設(shè)”。中共十九大把紀(jì)律建設(shè)納入新時(shí)代黨的建設(shè)總體布局，是關(guān)于黨建的重要理論和實(shí)踐創(chuàng)新。加強(qiáng)黨的紀(jì)律建設(shè)，必須把紀(jì)律挺在前面，堅(jiān)持紀(jì)嚴(yán)于法、紀(jì)在法前，重點(diǎn)強(qiáng)化政治紀(jì)律和組織紀(jì)律，帶動(dòng)廉潔紀(jì)律、群眾紀(jì)律、工作紀(jì)律、生活紀(jì)律嚴(yán)起來(lái)。必須加強(qiáng)紀(jì)律教育，制定完善紀(jì)律規(guī)定，強(qiáng)化紀(jì)律執(zhí)行，堅(jiān)持開(kāi)展批評(píng)和自我批評(píng)，堅(jiān)持懲前毖后、治病救人，運(yùn)用監(jiān)督執(zhí)紀(jì)“四種形態(tài)”，抓早抓小、防微杜漸。必須賦予有干部管理權(quán)限的黨組相應(yīng)紀(jì)律處分權(quán)限，強(qiáng)化監(jiān)督執(zhí)紀(jì)問(wèn)責(zé)，讓黨員、干部知敬畏、存戒懼、守底線，習(xí)慣在受監(jiān)督和約束的環(huán)境中工作生活。
