Promoting Ethical Standards Within the Party
Promoting ethical standards is a perennial theme associated with intra-party governance. Ethical conduct is expected of Party organizations at all levels and of all Party members all the time. The CPC has always attached great importance to ethics issues. Over a long period of time, the Party has demonstrated a high level of ethics and integrity, distinguished, in particular, by an emphasis on putting theory into practice, a people-centric mindset, and a readiness for criticism and self-criticism, in addition to modesty, prudence, aversion to arrogance and recklessness, and a hardworking spirit.
The report to the 19th CPC National Congress reaffirmed the importance of enforcing ethical standards, strengthening the Party’s close ties with the people, always bearing in mind the interests and aspirations of the people, and building public support. Resolute and effective measures will be taken to address major concerns among the public and any irregularities that undermine the people’s interests.
Party officials are required to lead by example in further implementing the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct on the basis of what has been achieved in this connection. The campaign to fight unhealthy behaviors and tendencies will continue, targeting at, in particular, obsession with formalities instead of substance, too much red tape, indulgence in pleasure, a penchant for extravagance, and privilege seeking in all its forms and expressions.
黨的作風建設
作風建設是管黨治黨的永恒課題。黨的作風是黨的各級組織和全體黨員在實踐過程中形成的比較穩定的、反映黨的特征和品格的整體精神風貌，包括黨的思想作風、工作作風、領導作風、學風和生活作風等。黨的作風就是黨的形象，關系人心向背，關系黨的生死存亡。中國共產黨歷來高度重視作風建設，在長期不懈奮斗中形成了一整套優良作風，突出表現為理論聯系實際、密切聯系群眾、批評與自我批評三大作風，以及謙虛謹慎、不驕不躁和艱苦奮斗等作風。中共十九大報告強調，加強作風建設，必須緊緊圍繞保持黨同人民群眾的血肉聯系，增強群眾觀念和群眾感情，不斷厚植黨執政的群眾基礎。凡是群眾反映強烈的問題都要嚴肅認真對待，凡是損害群眾利益的行為都要堅決糾正。堅持以上率下，鞏固拓展落實中央八項規定精神成果，繼續整治“四風”問題，堅決反對特權思想和特權現象。
