Raising Political Awareness Among the Party
Taking a clear political stand is the fundamental requirement the CPC must meet as a Marxist party. Raising political awareness is key to Party building, and will shape the direction and determine the effectiveness of these efforts. It was included in the overall plan for Party building in the report to the 19th CPC National Congress, as a primary task of overriding importance. It places the following requirements on the whole Party:
? obeying the Central Committee and resolutely upholding its authority and centralized, unified leadership;
? implementing the Party’s political directives;
? observing Party discipline and rules, especially as it relates to political issues;
? aligning themselves with the Central Committee in terms of political stance, direction, principle, and path;
? holding the Party Constitution in great reverence;
? enforcing a code of conduct for intra-party political life, and ensuring that intra-party activities respond to political challenges, reflect today’s realities, and are principled and effective;
? guarding against the rules of business dealings eroding intra-party conduct, and fostering a healthy political atmosphere of integrity within the Party;
? improving and implementing the system of democratic centralism to ensure a right balance between democracy and centralism; and
? developing within the Party a positive and healthy political culture.
In addition, all Party members, especially high-ranking officials, are required to strengthen their Party consciousness, political awareness and political ability, and regard it as their fundamental political responsibility to be loyal to the Party, share the Party’s concerns, fulfill their obligations to the Party, and work for the people’s wellbeing.
黨的政治建設
旗幟鮮明講政治是中國共產黨作為馬克思主義政黨的根本要求。黨的政治建設是黨的根本性建設，決定黨的建設方向和效果。中共十九大把黨的政治建設納入黨的建設總體布局并擺在首位，明確了政治建設在新時代黨的建設中的戰略定位，抓住了全面從嚴治黨的根本性問題。
加強黨的政治建設，首要任務是保證全黨服從中央，堅決維護黨中央權威和集中統一領導。要求全黨堅定執行黨的政治路線，嚴格遵守黨的政治紀律和政治規矩，在政治立場、政治方向、政治原則、政治道路上同黨中央保持高度一致。加強黨的政治建設，必須嚴肅黨內政治生活。尊崇黨章，嚴格執行新形勢下黨內政治生活若干準則，增強黨內政治生活的政治性、時代性、原則性、戰斗性，自覺抵制商品交換原則對黨內生活的侵蝕，營造風清氣正的良好政治生態。完善和落實民主集中制的各項制度，堅持民主基礎上的集中和集中指導下的民主相結合，既充分發揚民主，又善于集中統一。注重加強黨內政治文化建設。加強黨的政治建設，要求全黨同志特別是高級干部要加強黨性鍛煉，不斷提高政治覺悟和政治能力，把對黨忠誠、為黨分憂、為黨盡職、為民造福作為根本政治擔當。
