Major Projects to Protect and Restore Key Ecosystems
Protecting and restoring ecosystems is a significant contributor to China's eco-civilization and ecological security.
The report to the CPC's 19th National Congress held in October 2017 announced the decision to carry out major projects to protect and restore key ecosystems. In June 2020, a Master Plan for the Major Projects for the Protection and Restoration of National Key Ecosystems (2021-2035) was unveiled. It was a comprehensive plan that covered all natural ecosystems such as mountains, rivers, forests, farmlands, lakes, grasslands and seas.
This 15-year plan was designed to build a strong ecological security shield, form a virtuous circle of ecosystems for sustainable utilization, and coordinate efforts to conserve all the above ecosystems. It set out general requirements and major goals for the year 2035, and primary tasks and relevant policies and measures for the key projects, thus providing a basic framework for nationwide endeavors to protect and restore key ecosystems.
By 2035, China will have made substantial progress in ecological protection and restoration. The natural ecosystems of forests, grasslands, deserts, rivers, lakes, wetlands and seas will all see fundamental qualitative improvements, and the supply of quality eco-goods will satisfy the public's basic needs. There will be significant progress in achieving harmony between humanity and nature.
重要生態系統保護和修復重大工程
加強生態保護和修復對于推進生態文明建設、保障國家生態安全具有重要意義。2017年10月，中共十九大報告提出實施重要生態系統保護和修復重大工程。2020年6月，《全國重要生態系統保護和修復重大工程總體規劃（2021—2035年）》公開發布（以下簡稱《總體規劃》）。這是中共十九大后生態保護和修復領域第一個綜合性規劃，囊括了山、水、林、田、湖、草以及海洋等全部自然生態系統的保護和修復工作。
《總體規劃》以全面提升國家生態安全屏障質量、促進生態系統良性循環和永續利用為總體目標，以統籌山水林田湖草一體化保護和修復為主線，明確了到2035年全國生態保護和修復工作的總體要求和主要目標，提出了各項重大工程的重點任務和政策措施，形成了推進全國重要生態系統保護和修復重大工程的基本框架。
按照《總體規劃》要求，到2035年，中國將全面加強生態保護和修復工作，全國森林、草原、荒漠、河湖、濕地、海洋等自然生態系統狀況實現根本好轉，生態系統質量明顯改善，優質生態產品供給能力基本滿足人民群眾需求，人與自然和諧共生的美麗畫卷基本繪就。
