Clean Manufacturing 

Clean manufacturing involves activities related to clean production design, clean materials, research and development of clean production technology, clean production equipment and products, services to clean production, and relevant investment and financing.

Clean manufacturing aims to prevent or reduce the generation of waste at source or during the process. Together with energy-saving and eco-friendly industries that focus on end-of-pipe control, they can avoid generating pollutants from the source to the end-product.

The report to the CPC's 19th National Congress announced the decision to boost the development of energy-saving and eco-friendly industries as well as clean manufacturing and clean energy industries. This was the first time that the concept of "clean manufacturing industries" was introduced, indicating the direction for fostering new growth areas in green industry.

Clean manufacturing is an essential element of an eco-civilization in the new era and supports the upgrading of traditional industries. It will offer an internal driving force for enterprises to minimize pollution discharge throughout the whole process, and ultimately promote effective green, low-carbon and circular development.

清潔生產產業

清潔生產產業，即圍繞清潔生產活動形成的產業，包括清潔生產設計、清潔原料、清潔生產技術研發、清潔生產裝備和產品、清潔生產服務、投融資等一系列活動的集合。清潔生產產業旨在通過源頭削減和過程控制減少和避免污染物的產生，它與側重末端治理的節能環保產業有機結合，實現了從源頭到末端的全過程污染減排。

中共十九大報告指出“壯大節能環保產業、清潔生產產業、清潔能源產業”，首次明確了清潔生產產業的概念和要求，為綠色產業培育新的增長點指明了方向。發展清潔生產產業是新時代中國生態文明建設的迫切需求，是傳統產業升級改造的重要著力點，是強化企業全過程污染減排的內部驅動力，是促進綠色低碳循環發展的有效途徑。
