An Economic Structure Facilitating Green, Low-Carbon and Circular Development
Eco-environmental protection and economic development are mutually reinforcing. Building an eco-civilization and promoting green, low-carbon and circular development will satisfy people's growing desire for a pleasant environment, and support fairer and safer development that is of higher quality, more efficient, and more sustainable, and features increased production, higher living standards and healthy ecosystems.
Building a sound economic structure that facilitates green, low-carbon and circular development and promoting a green transformation in every aspect of economic and social development is fundamental to solving challenges to China related to resources and eco-environment.
In February 2021, the State Council released a document on accelerating the establishment of such an economic structure, which defined the full-chain process with specific requirements, and emphasized that development must be based on efficient use of resources, strict protection of the eco-environment, and effective control of greenhouse gas emissions. A holistic approach to high-quality development and high-standard protection is expected to help China peak carbon dioxide emissions and achieve carbon neutrality on schedule. To this end, the document rolled out a number of applicable policies and measures to support eco-friendly planning, design, investment, construction, production, logistics, lifestyle and consumption. This was China's first top-level design and overall plan for building a sound economic structure that facilitates green, low-carbon and circular development.
綠色低碳循環發展經濟體系
生態環境保護和經濟發展是辯證統一、相輔相成的，建設生態文明、推動綠色低碳循環發展，不僅可以滿足人民日益增長的優美生態環境需要，而且可以推動實現更高質量、更有效率、更加公平、更可持續、更為安全的發展，走出一條生產發展、生活富裕、生態良好的文明發展道路。
建立健全綠色低碳循環發展經濟體系，促進經濟社會發展全面綠色轉型，是解決中國資源環境生態問題的基礎之策。2021年2月，國務院印發《關于加快建立健全綠色低碳循環發展經濟體系的指導意見》，用全生命周期理念厘清了綠色低碳循環發展經濟體系建設過程，明確了經濟全鏈條綠色發展要求，強調使發展建立在高效利用資源、嚴格保護生態環境、有效控制溫室氣體排放的基礎上，統籌推進高質量發展和高水平保護，確保實現碳達峰碳中和目標，為全方位全過程推行綠色規劃、綠色設計、綠色投資、綠色建設、綠色生產、綠色流通、綠色生活、綠色消費，提出了一系列可操作、可落地的政策措施，首次從全局高度對建立健全綠色低碳循環發展的經濟體系作出頂層設計和總體部署。
