A Beautiful China
A beautiful China is a major goal of the country's effort to build an eco-civilization. It is also an important part of the grand picture of national rejuvenation. The 18th National Congress of the CPC listed eco-environmental progress along with economic, political, cultural and social progress in the Five-sphere Integrated Plan as the goals for building Chinese socialism, vowing to promote eco-environmental progress, build a beautiful China and achieve sustainable development of the Chinese nation. This also showed the CPC's deeper understanding of socialist development and its firm resolution to build an eco-civilization.
The 19th National Congress of the CPC stated that building an eco-civilization is vital to sustaining the Chinese nation's development. It set the goal of developing China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful by the mid-21st century, after achieving basic modernization by 2035.
To build a beautiful homeland, China needs to follow the principles of respecting, accommodating and protecting nature, and act on the understanding that lucid waters and lush mountains are invaluable assets. China will continue its national policy on resource conservation and environmental protection, and promote green, circular and low-carbon development. The initiative underlines the need to leave more space for nature to renew itself, to keep more land for cultivation, and to bequeath a better working and living environment to future generations so that they can be blessed with blue skies, green fields and clear waters.
Since 2012, the CPC central leadership has made eco-civilization a priority in China's overall work. Fundamental, pioneering and far-sighted efforts have been devoted to pollution prevention and control, with a holistic approach to conserving mountains, rivers, forests, farmlands, lakes and grasslands and harnessing deserts.
China has paid the greatest attention to pollution control, adopted more new policies and measures giving priority to conservation, exercised the strictest supervision and law enforcement, and produced the fastest improvement of the environment. Historic, far-reaching changes have been made to people's awareness about eco-civilization and their own actions.
Relevant projects include: integrated protection and restoration for mountains, waters, forests, farmlands, lakes and grasslands; large-scale land greening campaigns; nationwide green environment campaigns; eco-conservation of the Yangtze River Economic Belt and the Yellow River Basin; improvement of the Erhai Lake in Yunnan Province; and environmental protection of the source regions of the Yangtze, Yellow and Lancang rivers in Qinghai Province. Household waste sorting has been implemented across the country, and strict laws and regulations on eco-environmental protection have been enforced.
The Chinese Dream cannot be realized at the expense of the environment. A beautiful China will not only benefit the Chinese people, but also promote sustainable development around the world. It will help with the building of a beautiful earth and a better homeland for all.
美麗中國
美麗中國是生態(tài)文明建設(shè)的重要目標(biāo)，也是實(shí)現(xiàn)中華民族偉大復(fù)興中國夢的重要內(nèi)容。中共十八大把生態(tài)文明建設(shè)納入中國特色社會(huì)主義事業(yè)“五位一體”總體布局，明確提出大力推進(jìn)生態(tài)文明建設(shè)，努力建設(shè)美麗中國，實(shí)現(xiàn)中華民族永續(xù)發(fā)展。這標(biāo)志著中國共產(chǎn)黨對中國特色社會(huì)主義規(guī)律認(rèn)識(shí)的進(jìn)一步深化，表明了中國共產(chǎn)黨加強(qiáng)生態(tài)文明建設(shè)的堅(jiān)定意志和堅(jiān)強(qiáng)決心。中共十九大深刻指出，生態(tài)文明建設(shè)是關(guān)系中華民族永續(xù)發(fā)展的根本大計(jì)，明確提出從2035年到本世紀(jì)中葉，在基本實(shí)現(xiàn)現(xiàn)代化的基礎(chǔ)上，再奮斗15年，把中國建成富強(qiáng)民主文明和諧美麗的社會(huì)主義現(xiàn)代化強(qiáng)國。
具體而言，建設(shè)美麗中國就是要按照尊重自然、順應(yīng)自然、保護(hù)自然的原則，秉持“既要金山銀山，又要綠水青山”“綠水青山就是金山銀山”的理念，貫徹節(jié)約資源和保護(hù)環(huán)境的基本國策，更加自覺地推動(dòng)綠色發(fā)展、循環(huán)發(fā)展、低碳發(fā)展；就是要給自然留下更多修復(fù)空間，給農(nóng)業(yè)留下更多良田，為子孫后代留下天藍(lán)、地綠、水清的生產(chǎn)生活環(huán)境。
中共十八大以來，中共中央把生態(tài)文明建設(shè)擺在全局工作的突出位置，全面加強(qiáng)生態(tài)文明建設(shè)，開展了一系列根本性、開創(chuàng)性、長遠(yuǎn)性工作，堅(jiān)決打贏打好污染防治攻堅(jiān)戰(zhàn)，統(tǒng)籌山水林田湖草沙治理，污染治理力度之大、制度出臺(tái)頻度之密、監(jiān)管執(zhí)法尺度之嚴(yán)、環(huán)境質(zhì)量改善速度之快前所未有，生態(tài)文明建設(shè)從認(rèn)識(shí)到實(shí)踐都發(fā)生了歷史性、轉(zhuǎn)折性、全局性的變化。例如，實(shí)施山水林田湖草一體化生態(tài)保護(hù)和修復(fù)，開展國土綠化行動(dòng)、全民綠色行動(dòng)，推動(dòng)長江經(jīng)濟(jì)帶、黃河流域綠色發(fā)展，推進(jìn)云南洱海治理、青海三江源保護(hù)，促進(jìn)垃圾分類蔚然成風(fēng)，實(shí)行最嚴(yán)格制度、最嚴(yán)密法治保護(hù)生態(tài)環(huán)境等。
中國夢的實(shí)現(xiàn)不以犧牲環(huán)境為代價(jià)，在發(fā)展經(jīng)濟(jì)的同時(shí)，保護(hù)好生態(tài)環(huán)境。建設(shè)美麗中國，有利于中國的長遠(yuǎn)發(fā)展，也將助推全球可持續(xù)發(fā)展，更有助于實(shí)現(xiàn)人類共同的夢想——保護(hù)美麗地球、建設(shè)綠色家園。
