System of Inspection of the CPC
The system of inspection is an important element of the Party's self-governance. The CPC Central Committee and the Party committees of provinces, autonomous regions, and municipalities directly under the central government all have specialized inspection agencies to exercise political supervision, through inspection tours, over the lower-level Party organizations regarding their exercise of Party leadership.
According to the Regulations of the CPC on Inspections, the inspections are conducted under the centralized, unified leadership of the CPC Central Committee, with responsibilities assigned to relevant Party organizations at different levels. The inspection agencies carry out the activities, with assistance from relevant discipline inspection and supervisory agencies and organization departments, support from related functional departments, cooperation of the Party organizations to be inspected, and participation of the general public.
The inspections may produce effect and win the people's trust only when the Party committees (Party leadership groups) and their principal heads attach great importance to relevant work. The inspections will focus on the exercise of powers and fulfillment of responsibilities, and the political discipline and rules will be enforced to ensure that political supervision becomes a specific, targeted and regular practice.
巡視制度
巡視制度作為中國(guó)共產(chǎn)黨黨內(nèi)的一項(xiàng)重要制度，是中央和省、自治區(qū)、直轄市黨委，通過(guò)建立專門(mén)巡視機(jī)構(gòu)，按照有關(guān)規(guī)定對(duì)下級(jí)黨組織履行黨的領(lǐng)導(dǎo)職能責(zé)任的政治監(jiān)督。
《中國(guó)共產(chǎn)黨巡視工作條例》指出，巡視工作在黨中央集中統(tǒng)一領(lǐng)導(dǎo)下，實(shí)行黨組織分級(jí)負(fù)責(zé)、巡視機(jī)構(gòu)組織實(shí)施、紀(jì)檢監(jiān)察機(jī)關(guān)和組織部門(mén)協(xié)助、有關(guān)職能部門(mén)支持、被巡視黨組織配合、人民群眾參與的體制機(jī)制。
開(kāi)展巡視工作的主體是黨委（黨組），只有黨委（黨組）重視，特別是主要負(fù)責(zé)人重視，巡視工作才會(huì)有權(quán)威、有效果。巡視工作要求緊盯權(quán)力和責(zé)任加強(qiáng)政治監(jiān)督，嚴(yán)明政治紀(jì)律和政治規(guī)矩，推進(jìn)政治監(jiān)督具體化、精準(zhǔn)化、常態(tài)化。
