Communication Department Under the Party Committee
According to the Regulations of the CPC on Communication, the communication departments under the Party's Central Committee and local committees are the functional departments in charge of ideological work which coordinate socialist cultural-ethical progress.
The main duties of the communication departments are:
? to implement the Party's principles, policies, decisions, and plans on communication work and draft major policies and development plans;
? to coordinate ideological work, conduct routine check of the implementation of relevant responsibility systems, and carry out in-depth investigations based on discipline inspections;
? to guide and coordinate theoretical research, studies, and communication;
? to analyze and guide public opinion, guide and coordinate media work, and coordinate and organize press conferences;
??to administer the press, publishing, and film production, guide radio and television programs, and organize and guide measures against pornography and illegal publications;
? to coordinate the spread of core socialist values, organize and guide the efforts to raise the people'sintellectual, moral and political standards, and carry out activities for promoting public cultural-ethical progress;
? to coordinate the creation and production of intellectual and cultural products and the efforts to carry on the best of traditional Chinese culture and develop public cultural programs;
? to guide and coordinate the structural reform of the cultural sector and the development of cultural programs, industries, and tourism and guide the supervision of state-owned cultural assets;
? to guide the management of the internet and online information and coordinate the growth and management of new media;
? to coordinate international communication, guide external cultural exchanges and cooperation, promote the introduction of Chinese culture to the world, and coordinate communication on China's progress in human rights;
? to promote the rule of law in the communication sector;
? to coordinate and guide the collection of information about public opinion.
黨委宣傳部
《中國共產(chǎn)黨宣傳工作條例》指出，黨委宣傳部是黨中央和地方各級黨委主管意識形態(tài)方面工作的職能部門，是社會主義精神文明建設(shè)的牽頭協(xié)調(diào)部門。
黨委宣傳部的主要職責是：貫徹落實黨對宣傳工作的方針政策和決策部署，擬訂宣傳工作重要政策和事業(yè)發(fā)展規(guī)劃；統(tǒng)籌協(xié)調(diào)意識形態(tài)工作，組織協(xié)調(diào)意識形態(tài)工作責任制落實情況日常監(jiān)督檢查，結(jié)合巡視巡察工作開展專項檢查；指導(dǎo)協(xié)調(diào)理論研究、學習、宣傳工作；統(tǒng)籌分析研判和引導(dǎo)社會輿論，指導(dǎo)協(xié)調(diào)新聞單位工作，協(xié)調(diào)開展新聞發(fā)布工作；管理新聞出版和電影工作，統(tǒng)籌指導(dǎo)廣播電視工作，組織指導(dǎo)“掃黃打非”工作；統(tǒng)籌指導(dǎo)社會主義核心價值觀建設(shè)，組織指導(dǎo)思想道德建設(shè)和思想政治工作，推進群眾性精神文明創(chuàng)建；統(tǒng)籌協(xié)調(diào)精神文化產(chǎn)品創(chuàng)作和生產(chǎn)，協(xié)調(diào)組織中華優(yōu)秀傳統(tǒng)文化傳承發(fā)展的有關(guān)工作，指導(dǎo)協(xié)調(diào)推動群眾文化建設(shè)；指導(dǎo)協(xié)調(diào)文化體制改革和文化事業(yè)、文化產(chǎn)業(yè)以及旅游業(yè)發(fā)展，指導(dǎo)協(xié)調(diào)國有文化資產(chǎn)監(jiān)管工作；宏觀指導(dǎo)互聯(lián)網(wǎng)宣傳和信息內(nèi)容建設(shè)管理工作，統(tǒng)籌協(xié)調(diào)新媒體建設(shè)與管理；統(tǒng)籌開展對外宣傳工作，指導(dǎo)對外文化交流合作工作，協(xié)調(diào)推動中華文化走出去工作，協(xié)調(diào)人權(quán)宣傳工作；協(xié)調(diào)推進宣傳領(lǐng)域法治建設(shè)；統(tǒng)籌指導(dǎo)輿情信息工作等。
