The Central Committee of the Communist Party of China (CPC) had solicited opinions from the country's non-Communist parties, federations of industry and commerce, and personages without party affiliation on how to improve the Party's governance capability.

At separate meetings by the Party, the report on the "Draft Resolution on the Governance Capability Building of the Party by the CPC Central Committee" was discussed before it was submitted to the Party's 4th Plenum of the 16th Central Committee for approval.

Sources said that during the meetings, Hu Jintao, general secretary of the CPC Central Committee, said "governance capability building" is of vital importance to the Party. New domestic and international situation poses great challenges to its ruling capacity.

He said the Party needs support from the country's patriotic united front and expected non-Communist Party members to help improve CPC's ruling capacity by offering their opinions on the issue.

Participants at the meetings were briefed on the proposed personnel changes of the CPC Central Military Commission, the decision to be made in the Fourth Plenary Session of the 16th CPC Central Committee.

Non-Communist participants at the meetings expressed their support for the proposal and the decision, which was approved Sunday at the Party's 4th Plenum.
