China to Pursue "Win-win" Opening-up Strategy

China will pursue a "mutually beneficial win-win" strategy in its opening up to the outside world in the next five years, according to a document of the Communist Party of China (CPC) issued in Beijing Tuesday.

"We should continue to use foreign investment actively and effectively," says the proposal of the CPC Central Committee for formulating the 2006-2010 national program for economic and social development.

"Efforts should be intensified to introduce advanced technologies, management expertise and qualified talented professionals," it says.

While continuing to open the service market, domestic businesses with good conditions are encouraged to "go outside" to invest overseas in line with international practices, contract projects or offer labor services abroad in a bid to expand mutually beneficial cooperation and boost common development with foreign partners.

The supervision over state-owned assets should also be strengthened, and economic and technological cooperation with the neighboring countries boosted.

"We must vigorously safeguard our national economic security when the country is opening wider to the outside world," says the proposal.

As for its trade with foreign countries, the CPC suggests the export of more products with China's own intellectual property rights, while controlling the export of high energy-consuming or high contamination products.

The country will encourage the import of advanced technological equipment and resources that China is short of, and improve the coordination mechanism for the import and export of bulk goods.

While improving the ability to deal with trade disputes, China will actively participate in multi-lateral trade talks, boost regional and bilateral economic cooperation, and promote the liberalization and facilitation of global trade and investment.
