Slack HK Civil Servants May Lose Jobs in Three Months
Hong Kong Special Administrative Region (SAR) government has decided to impose more serious punishment measures for those who make less efforts and are lazy in their work.

A slack civil servant may be ordered to retire from his work within three months and the new measures may become effective as early as at the end of this month, a government source said.

In the past, the handling of a retirement process for a slack servant usually last a year.

Joseph Wong Wing-ping, secretary for Civil Service, said the measures will be taken for more fair treatment of civil servants with different behavior.

Under the new regulation, directors of all departments are asked to write down their annual achievements and detailed retirement suggestions.

Those who receive at least once warning but without improvement may be ordered to retire. The normal wage raising of those just so so in their work will be suspended.

Directors of various departments will listen to opinions of those suggested to retire before making the final decisions.

Statistics made by the Civil Service Bureau showed that 11 civil servants were ordered to retire in the past two years.

At the same time, the bureau has increased a special award for those who are outstanding in their work. Civil servants who put forward suggestions that could save 1 million HK dollars (US$128,000) of expenditure would receive 30,000 HK dollars (US$3,846) as bonus.
