Xie Zhenhua expects Doha to link past with future

The Doha conference is expected to be an important link in connecting the past with the future, and achieving proactive as well as comprehensive progress through negotiation, the Chinese delegation chairman presented China's expectations and positions on a summit forum at the China Pavilion after he arrived in Doha, Qatar, to attend the UN Climate Change Conference on December 3.

Vice Chairman of China's National Development and Reform Commission Xie Zhenhua, head of the Chinese delegation, explained the Doha conference's key role and said that its outcomes should be the implementation of the Durban conference decisions and the fulfillment of the Bali Road Map requirements. After that, negotiations of measures addressing climate change, adhering to the basic principles of the United Nations Framework Convention on Climate Change, after 2020 on the Durban Platform can be carried out. China is willing to negotiate with all parties on all the issues with an open and flexible attitude during the conference, he added.

"To complete talks on the Bali Road Map and implement the balanced package of the Durban conference should be the goals of accomplishment this time in Doha," Xie said. "The focus should be on carrying out the already achieved consensus and on enhancing the current international system on climate change." Xie highlighted that establishing an endorsable and legally-binding second commitment of the Kyoto Protocol starting from January 2013, as well as enhancing the implementation of the Durban package, should be the most important results in Doha.

He also pointed out that developing countries constantly focus on the funding issue. The developed countries should fulfill their commitments and provide support to developing countries in terms of mitigation, adaptation, funding, technology transfer and capacity building, especially the implementation of the US$ 30 billion Fast Start Finance and an annual fund of US$100 billion from 2013 to 2020, Xie said.

On a final note, Xie expressed that China will continue to abide by the principles of signatory leadership, openness and transparency, extensive participation and consensus through consultation. The nation is set to proactively and constructively promote the Doha conference in order to achieve success with all the other parties.
