China to Discuss UN Convention Against Terrorism Financing

The International Convention for the Suppression of the Financing of Terrorism will be deliberated and probably approved by China's lawmakers, at an upcoming four-day legislative session scheduled to commence on Feb. 25.

It was decided on Friday that the top-level legislative session, the 20th of its kind for the Standing Committee of the 10th National People's Congress (NPC), will be convened in Beijing from Feb. 25 to 28.

The convention, adopted by the United Nations General Assembly on Dec. 9, 1999, went into effect on April 10, 2002 and had been signed by 138 countries by Aug. 16, 2005. The Chinese government signed the convention on Nov. 13, 2001.

The approval of the convention will be conducive to stemming the financing by the overseas anti-Chinese forces to the domestic terrorist activities, and help safeguard national security and social stability, demonstrate China's resolution to fight terrorism and showcase the country's image as a responsible country in the international society, a senior lawmaker said on Friday

Also on the agenda proposed Friday by the chairman and vice-chairpersons of the 10the NPC Standing Committee, during the upcoming session, the draft amendment of the Compulsory Education Law will be submitted to lawmakers for first deliberation.

The draft amendment nails down a stable investment system for rural compulsory education and requires governments at all levels to incorporate education expenditure into their budget plans so as to enhance the supervision over the education fund implementation and prevent embezzlement.

During the upcoming session, the draft amendment of the Audit Law and the draft law on farm product quality safety will be tabled for second deliberation.

Lawmakers will hear and discuss the report on agriculture and countryside work made by the State Council during the upcoming session, and will deliberate the draft agenda, draft presidium name list and the draft non-voting delegate list of the 10th NPC's fourth plenary meeting, which will begin on March 5.

Lawmakers will also discuss the examination report on qualification of the people who will be elected or by-elected to be NPC deputies, as well as deliberate the draft annual work report of the 10th NPC Standing Committee, which will be made by top lawmaker Wu Bangguo at the 10th NPC's Fourth Plenary Session.
