Three cities in Guangdong Province took the first three spots on the 50 Chinese Cities on Inclusion Ranking List, demonstrating the strong inclusion of the province and its strong attraction for external population, according to China Investment Network.

The inclusion for people from other places shows the comprehensive strength of a city. The ranking was based on the GDP of Chinese cities in 2013, the importance of location and the population statistics of 2013.

Inclusion mainly consists of four parts: permanent population, population with Hukou (people with registered permanent residence), net inflow population and the ratio of net inflow population in permanent population. Unsurprisingly, metropolises Beijing and Shanghai were on the list.

However, many people questioned the ranking because Beijing and Shanghai implemented strict Hukou policies to control the number of people coming from other cities, which is an opposite move of inclusion.

Some cities like Xuzhou are on the bottom of the list. But Xuzhou has great policies for starting business, excellent services for migrant workers and favorable treatment for talent. Instead of calling it inclusion, some netizens suggested that it should be called attraction.
