The?Belt and Road Initiative?is win-win cooperation between China and Arab countries, which provides innovative vision for Europe-Asia cooperation and new development opportunities for areas along the line. Ningxia should strengthen its cooperation with countries and regions along the Silk Road to seek mutual development.

The Government Work Report suggested that Ningxia must carry out a series of plans based on the economic belt to build Silk Road on ground, internet and air. These plans relate to China-Arab Expo, transportation, trade and business. Besides, the government will encourage and support local enterprises to develop their business abroad, accelerating internationalization of Ningxia’s superior industries.

The Belt and Road Initiative is mentioned in the Government Work Report many times. It will build Ningxia Internet Silk Road by introducing internet enterprises like Alibaba and constructing Cloud Valley. It will also strengthen Sino-Arab financial cooperation by adopting innovative offshore banking business mechanism of SPDB and implementing the agreement on bound issue with Arab countries. Besides, China will seek cooperation projects in finance, technology and Muslim food, etc. and facilitate Saudi Arabia as the international chemicals giant.

As an important part of Belt and Road Initiative, Ningxia should construct national strategic platform to Arab countries under the guidance of the state’s west-oriented strategic layout and create strategic fulcrum for Silk Road Economic Belt by combining national strategy and Ningxia’s development needs.
