VII. Building up a Strategic Point along the Silk Road Economic Belt Guided by 'One Belt and One Road' Initiative

We need to develop a global perspective and accelerate the process of going global. By making full use of the Ningxia Inland Opening-up Economic Pilot Zone and the China-Arab States Expo, We shall implement detailed action plans and press ahead with the construction of land, online and aerial Silk Road.

The Second China-Arab States Expo to be held this year is of great significance to Ningxia in opening wider to the outside world. In line with the “One Belt and One Road” initiative, we should elaborately organize the grand international event. We shall hold the opening ceremony economically and present series of China-Arab States exchange activities featuring Internet, industrial, commercial, medical and agricultural cooperation. Focusing on online trade, cloud computing, cloud services and big data, We shall initiate the construction of China-Arab States Online Silk Road, carry out strategic cooperation with Alibaba Group and JD Group and accelerate the cloud base construction. We shall also set up an online trade passage to facilitate China-Arab States cooperation in energy, agriculture, science and technology, education and medical services. When holding the expo, We shall explore a government-led, enterprise-sponsored and market-oriented mode, vigorously promote the exhibition economy, and implement the performance assessment and reward system. All the business associations are encouraged to participate in the holding process to foster a renowned exhibition brand and the clustering effect.

We shall accelerate railway and highway construction, carry out the expansion projects of the Baotou-Lanzhou Railway, Taiyuan-Zhongwei(Yingchuan) Rilway and the Wuhai-MachengExpressway and try to get more national support on the newly planned projects. We shallfurther improve Yinchuan’s airport functions, foster more aviation enterprises and open up more international air routes to make the Yinchuan Hedong International Airport a transportation hub facing towards the Arab States.

We need to implement export-oriented policies at industrial parks. We shall explore more flexible cooperation modes, support renovation at current parks and proactively seek collaboration opportunities with counterparts in Arab States. Aiming to be an international metropolis, Yinchuan will be built into regional economic headquarters facing the Arab States. The city of Shizuishan is planned to be a commodity logistics transshipment center relying on the construction of the Inland Port Economic Zone. The city of Wuzhong will become a Halal food and Muslim commodity industrial base through the construction of a themed industrial park. The city of Zhongwei needs to attract more foreign capital and projects through the construction of Silk Road Transportation Hub and a scientific and technological industrial park. The city of Guyuan will accelerate the cooperative investment projects with the United Arab Emirates and build up an international tourism resort facing the Arab States.

We shall work hard to promote trade. Efforts will therefore be made to enhance the functions of the Yinchuan Comprehensive Bonded Area, learn from experiences of the Shanghai Free Trade Zone, launch the trial of completing international trade through one platform and conduct reform trials on free trade and the opening-up of services. We shall also strive to establish an international mail exchange station and build up the China-Arab States Economic and Trade Cooperation Demonstration Area. The catalogue of foreign investment businesses will be upgraded and the responsibility system for investment attraction implemented to guarantee the accomplishment of the attraction target of 180 billion yuan this year. We shall continue to promote credibility and integrity among Ningxia entrepreneurs and attract more foreign trade talents to set up business entities in Ningxia. At the same time, we should encourage more local enterprises to go global and promote economic cooperation and development through merger, direct investment, contracted projects and establishing specialty shops and sales centers.
