| 第四章 黨的地方組織 | Chapter IV Local Organizations of the Party |
| 第二十四條 黨的省、自治區(qū)、直轄市的代表大會(huì)，設(shè)區(qū)的市和自治州的代表大會(huì)，縣（旗）、自治縣、不設(shè)區(qū)的市和市轄區(qū)的代表大會(huì)，每五年舉行一次。 | Article 24. The Party congress of a province, autonomous region, municipality directly under the central government, city divided into districts, autonomous prefecture, county (banner), autonomous county, city not divided into districts, or municipal district is held once every five years. |
| 黨的地方各級(jí)代表大會(huì)由同級(jí)黨的委員會(huì)召集。在特殊情況下，經(jīng)上一級(jí)委員會(huì)批準(zhǔn)，可以提前或延期舉行。 | Local Party congresses are convened by the Party committees at the corresponding levels. Under extraordinary circumstances, they may be held before or after their normally scheduled dates upon approval by the next higher Party committees. |
| 黨的地方各級(jí)代表大會(huì)代表的名額和選舉辦法，由同級(jí)黨的委員會(huì)決定，并報(bào)上一級(jí)黨的委員會(huì)批準(zhǔn)。 | The number of delegates to the local Party congresses at any level and the procedure governing their election are determined by the Party committees at the corresponding levels and should be reported to the next higher Party committees for approval. |
| 第二十五條 黨的地方各級(jí)代表大會(huì)的職權(quán)是： | Article 25. The functions and powers of the local Party congresses at all levels are as follows: |
| （一）聽(tīng)取和審查同級(jí)委員會(huì)的報(bào)告； | 1) To hear and examine the reports of the Party committees at the corresponding levels; |
| （二）聽(tīng)取和審查同級(jí)紀(jì)律檢查委員會(huì)的報(bào)告； | 2) To hear and examine the reports of the commissions for discipline inspection at the corresponding levels; |
| （三）討論本地區(qū)范圍內(nèi)的重大問(wèn)題并作出決議； | 3) To discuss and adopt resolutions on major issues in the given areas; and |
| （四）選舉同級(jí)黨的委員會(huì)，選舉同級(jí)黨的紀(jì)律檢查委員會(huì)。 | 4) To elect the Party committees and commissions for discipline inspection at the corresponding levels. |
| 第二十六條 黨的省、自治區(qū)、直轄市、設(shè)區(qū)的市和自治州的委員會(huì)，每屆任期五年。這些委員會(huì)的委員和候補(bǔ)委員必須有五年以上的黨齡。 | Article 26. The Party committee of a province, autonomous region, municipality directly under the central government, city divided into districts, or autonomous prefecture is elected for a term of five years. The members and alternate members of such a committee must have a Party standing of five years or more. |
| 黨的縣（旗）、自治縣、不設(shè)區(qū)的市和市轄區(qū)的委員會(huì)，每屆任期五年。這些委員會(huì)的委員和候補(bǔ)委員必須有三年以上的黨齡。 | The Party committee of a county (banner), autonomous county, city not divided into districts, or municipal district is elected for a term of five years. The members and alternate members of such a committee must have a Party standing of three years or more. |
| 黨的地方各級(jí)代表大會(huì)如提前或延期舉行，由它選舉的委員會(huì)的任期相應(yīng)地改變。 | When local Party congresses at all levels are convened before or after their normally scheduled dates, the terms of the committees elected by the previous congresses shall be correspondingly shortened or extended. |
| 黨的地方各級(jí)委員會(huì)的委員和候補(bǔ)委員的名額，分別由上一級(jí)委員會(huì)決定。黨的地方各級(jí)委員會(huì)委員出缺，由候補(bǔ)委員按照得票多少依次遞補(bǔ)。 | The number of members and alternate members of the local Party committees at all levels shall be determined by the next higher committees. Vacancies on the local Party committees at all levels shall be filled by their alternate members in the order of the number of votes by which they were elected. |
| 黨的地方各級(jí)委員會(huì)全體會(huì)議，每年至少召開(kāi)兩次。 | The local Party committees at all levels meet in plenary session at least twice a year. |
| 黨的地方各級(jí)委員會(huì)在代表大會(huì)閉會(huì)期間，執(zhí)行上級(jí)黨組織的指示和同級(jí)黨代表大會(huì)的決議，領(lǐng)導(dǎo)本地方的工作，定期向上級(jí)黨的委員會(huì)報(bào)告工作。 | The local Party committees at all levels shall, when the Party congresses of the given areas are not in session, carry out the directives of the next higher Party organizations and the resolutions of the Party congresses at the corresponding levels, direct work in their own areas and report on it to the next higher Party committees at regular intervals. |
| 第二十七條 黨的地方各級(jí)委員會(huì)全體會(huì)議，選舉常務(wù)委員會(huì)和書(shū)記、副書(shū)記，并報(bào)上級(jí)黨的委員會(huì)批準(zhǔn)。黨的地方各級(jí)委員會(huì)的常務(wù)委員會(huì)，在委員會(huì)全體會(huì)議閉會(huì)期間，行使委員會(huì)職權(quán)；在下屆代表大會(huì)開(kāi)會(huì)期間，繼續(xù)主持經(jīng)常工作，直到新的常務(wù)委員會(huì)產(chǎn)生為止。 | Article 27. The local Party committees at all levels elect, at their plenary sessions, their standing committees, secretaries and deputy secretaries and report the results to the higher Party committees for approval. The standing committees of the local Party committees at all levels exercise the functions and powers of local Party committees when the latter are not in session. They continue to handle the day-to-day work when the next Party congresses at their levels are in session, until the new standing committees are elected. |
| 黨的地方各級(jí)委員會(huì)的常務(wù)委員會(huì)定期向委員會(huì)全體會(huì)議報(bào)告工作，接受監(jiān)督。 | The standing committees of the local Party committees at all levels regularly report their work to plenary sessions of local Party committees and accept their oversight. |
| 第二十八條 黨的地區(qū)委員會(huì)和相當(dāng)于地區(qū)委員會(huì)的組織，是黨的省、自治區(qū)委員會(huì)在幾個(gè)縣、自治縣、市范圍內(nèi)派出的代表機(jī)關(guān)。它根據(jù)省、自治區(qū)委員會(huì)的授權(quán)，領(lǐng)導(dǎo)本地區(qū)的工作。 | Article 28. A prefectural Party committee, or an organization analogous to it, is the representative organ dispatched by a provincial or an autonomous regional Party committee to a prefecture covering several counties, autonomous counties or cities. It exercises leadership over the work in the given prefecture as authorized by the provincial or autonomous regional Party committee. |
