?????? 保障性住房是與商品性住房（簡稱商品房，即condo/condominium）相對應(yīng)的一個概念。保障性住房是指政府在對中低收入家庭實行分類保障過程中所提供的限定供應(yīng)對象、建設(shè)標(biāo)準(zhǔn)、銷售價格或租金標(biāo)準(zhǔn)，具有社會保障性質(zhì)的住房。我們常說的經(jīng)濟適用房（affordable housing）和廉租房（low-rent housing）就屬于這類住房。

In 2009, the central government's public investment was 924.3 billion yuan, 503.8 billion yuan more than in the previous year's budget. Of this, 44% was invested in low-income housing, projects to improve the wellbeing of rural residents, and social programs; 16% in independent innovation, restructuring, energy conservation, emissions reductions, and ecological improvement; 23% in major infrastructure projects; and 14% in post-Wenchuan earthquake recovery and reconstruction.

Areas for low-cost housing, consisting of affordable housing and low-rent housing, would be given 24,454 hectares, more than double the 2009 figure.

The central government vowed to build three million low-cost apartments for low-income families and renovate 2.8 million shanty houses at the Third Session of the 11th National People's Congress in March this year.
