路透社記者：最后兩個(gè)問(wèn)題，第一個(gè)問(wèn)題是關(guān)于您在政府工作報(bào)告中提到的地方債務(wù)的問(wèn)題，您是怎么看待這個(gè)問(wèn)題？到現(xiàn)在為止全國(guó)各地方政府的債務(wù)已經(jīng)形成什么樣的規(guī)模？在處理這個(gè)問(wèn)題的過(guò)程中，你有什么想法呢？到底有多少債務(wù)會(huì)進(jìn)行重組，還款的期限是否會(huì)延期？在應(yīng)對(duì)這個(gè)問(wèn)題過(guò)程中還有什么新的政策會(huì)出臺(tái)？ 第二個(gè)問(wèn)題是關(guān)于大家很關(guān)心的重慶市發(fā)生的所謂“王立軍事件”。王立軍進(jìn)入美國(guó)領(lǐng)事館以后，中央的有關(guān)部門(mén)已經(jīng)進(jìn)行調(diào)查。您本人是怎么看待這個(gè)事件的？您覺(jué)得這一事件會(huì)不會(huì)影響中央政府對(duì)重慶市政府和市委領(lǐng)導(dǎo)的信任？謝謝。

溫家寶：關(guān)于地方政府債務(wù)問(wèn)題，我想明確地告訴你以下幾點(diǎn)：第一，中國(guó)政府債務(wù)的負(fù)擔(dān)率和赤字率目前處于較低的水平，低于許多發(fā)達(dá)國(guó)家和新興經(jīng)濟(jì)體。

第二，政府性債務(wù)的水平是可控的、安全的。2010年，我們主動(dòng)審計(jì)了地方債務(wù)，總規(guī)模為10.7萬(wàn)億。2011年，新增債務(wù)僅有3億，其中新舉債21536億，償債21533億。

第三，對(duì)于地方債務(wù)的處置，我們將妥善處理存量，嚴(yán)格控制增量。對(duì)存量，主要是通過(guò)分類管理、區(qū)別對(duì)待、逐步化解的原則加以處置；對(duì)于增量，今后所有的地方債務(wù)，都必須列入財(cái)政預(yù)算和決算，接受同級(jí)人民代表大會(huì)的監(jiān)督。

第四，在處理地方債務(wù)上，因?yàn)榇罅康膫鶆?wù)形成的還是優(yōu)質(zhì)資產(chǎn)，有現(xiàn)金流和收益。對(duì)于這樣的企業(yè)，我們將通過(guò)它的收益來(lái)進(jìn)行償還。對(duì)于公益性項(xiàng)目，要通過(guò)政府，包括中央政府和地方政府負(fù)責(zé)償還。我可以負(fù)責(zé)地告訴你，我們?nèi)ツ暌呀?jīng)成功地償還了所有義務(wù)教育階段學(xué)校的債務(wù)。

當(dāng)然，在償還地方債務(wù)中，我們也會(huì)采取市場(chǎng)化的辦法。比如資產(chǎn)處置、項(xiàng)目轉(zhuǎn)讓和股權(quán)出售。總之，我們會(huì)認(rèn)真對(duì)待地方債務(wù)，絕不會(huì)讓它干擾中國(guó)的建設(shè)。

溫家寶：王立軍事件發(fā)生以后，引起社會(huì)的高度關(guān)注，國(guó)際社會(huì)也十分關(guān)注。我可以告訴大家，中央高度重視，立即責(zé)成有關(guān)部門(mén)進(jìn)行專門(mén)調(diào)查。目前調(diào)查已經(jīng)取得進(jìn)展，我們將以事實(shí)為依據(jù)，以法律為準(zhǔn)則，嚴(yán)格依法辦理。調(diào)查和處理的結(jié)果一定會(huì)給人民以回答，并且經(jīng)受住法律和歷史的檢驗(yàn)。

多年來(lái)，重慶市歷屆政府和廣大人民群眾，為改革建設(shè)事業(yè)付出了很大的努力，也取得了明顯的成績(jī)。但是現(xiàn)任重慶市委和市政府必須反思，并認(rèn)真從王立軍事件中吸取教訓(xùn)。

我在這里想講一段話。建國(guó)以來(lái)，在黨和政府的領(lǐng)導(dǎo)下，我國(guó)的現(xiàn)代化建設(shè)事業(yè)取得了巨大的成就，但是我們也走過(guò)彎路，有過(guò)教訓(xùn)。黨的十一屆三中全會(huì)，特別是中央作出關(guān)于正確處理若干歷史問(wèn)題的決議以來(lái)，確立了解放思想、實(shí)事求是的思想路線和黨的基本路線，并且做出了改革開(kāi)放這一決定中國(guó)命運(yùn)和前途的重大抉擇。

歷史告訴我們，一切符合人民利益的實(shí)踐，都要認(rèn)真吸取歷史的經(jīng)驗(yàn)教訓(xùn)，并且經(jīng)受住歷史和實(shí)踐的考驗(yàn)。這個(gè)道理全國(guó)人民懂得。因此，我們對(duì)未來(lái)抱有信心。

溫家寶：我認(rèn)真沒(méi)有敷衍地回答了記者朋友的每一個(gè)問(wèn)題，整整三個(gè)小時(shí)了。是不是可以結(jié)束了？

Reuters: I have two questions. You referred to the problem of local government debt in your government work report. I would like to get your personal perspective on this matter. How big exactly is the local government debt at the moment? What are your thoughts about addressing this problem? How much debt will be reorganized? Will there be payment extension? Do you plan to introduce new policies in handling this issue? Secondly, a question about the Wang Lijun incident of Chongqing. I have noticed that the relevant governmental departments of China have conducted investigation into this matter after Wang Lijun entered the U.S. consulate. How do you see this matter? Will this matter affect the trust or confidence of the Central Government in the leadership of the Chongqing Municipal Government and party committee?

Wen Jiabao: On local government debt, I would like to make the following points. First, the government debt to GDP and budget deficit to GDP ratios in China is at fairly low levels. They are both lower than those of many developed countries and emerging economies.

Second, government debt in China is at a controllable and safe level. In 2010, we audited local government debts. The volume stood at 10.7 trillion yuan ($1.7 trillion). And by the end of 2011, this figure only increased by 300 million yuan ($47.6 million). A total of 2,153.6 billion yuan ($341.8 billion) of new loans were made and a total of 2,153.3 billion yuan ($341.8 billion) of debts were repaid.

Third, in handling local government debts, we will properly handle the debt stock and strictly control the increase. We will handle the outstanding debt in a step by step manner by classifying the debt into different categories and managing them accordingly. For any increase in local government debt, the revenues and expenditures must be incorporated into the local governments' budgets and final accounts and be subject to the supervision of people's congresses at the same level.

Fourth, the majority of local government debt is actually in the form of high-quality assets with cash flows and returns. The debts of some projects can be repaid by the returns made on those projects. And for projects of public welfare, both the central and local governments will find ways to pay the debt off. I can tell you in a responsible way that, last year, we paid off all the debts of the schools providing compulsory education.

At the same time, we will let the market play a role in handling the local government debts through such ways as asset disposal, transfer of projects, and selling of equity. In a word, we will take the matter of local government debt very seriously and we will not allow it to adversely affect China's development.

Wen Jiabao: The Wang Lijun incident has received high attention from people in China and the international community. I would like to tell you that the central authorities take this matter very seriously. Shortly after this incident took place, the central authorities gave the instruction that the relevant authorities start an investigation into this matter, and so far progress has been made in the investigation. We will handle this issue in strict accordance with law on the basis of facts. As far as the result of the investigation and how this matter will be handled are concerned, an answer must be given to the people and the result of the investigation should be able to stand the test of the law and history.

Over the years, the successive governments of Chongqing and the people in Chongqing have made tremendous efforts to promote reform and development and they have achieved remarkable progress in this regard. The current party committee and government of Chongqing must reflect on the Wang Lijun incident and learn lessons from this incident.

Since the founding of the People's Republic of China, under the leadership of our Party and the government, remarkable achievements have been made in advancing China's modernization drive. Yet at the same time, we have taken some detours and learned lessons. Since the Third Plenum of the 11th CPC Central Committee, in particular since the central authorities adopted the resolution on certain questions in the history of our Party since the founding of the People's Republic of China, we have established the line of thinking that we should free our minds and seek truth from facts, and we have formulated the basic guideline of our Party. In particular, we have taken the major decision of conducting reform and opening up in China, a decision that is crucial for China's future and destiny.

What has happened shows that any practice that we take must be based on the experience and lessons we have gained from history and it must serve the people's interests. The practice that we take must be able to stand the test of history and the reality. I believe the people fully recognize this point, and I have confidence in our future.

Wen Jiabao: I have given serious answers to all the questions from journalists and none of my answers is a perfunctory one. It's been three hours. So I suppose we can call it the end of the press conference. Thank you. Goodbye.
