?????? 10月19日，北京市建委公布《關(guān)于加強(qiáng)本市公共租賃住房建設(shè)和管理的通知》，公租房（public rental housing）首次向非京籍開放。該通知將于12月1日起實(shí)行。這是北京在政府文件中，首次明確公租房的供應(yīng)對象包括外省市來京連續(xù)穩(wěn)定工作一定年限的人員。由此，公租房再次進(jìn)入大家的視線，讓很多買不起房又沒辦法享受其他保障性住房（low-income housing）的人群看到了安居的希望。

?????? 公租房，即“公共租賃房”，是解決新就業(yè)職工等夾心層群體住房困難的一個(gè)產(chǎn)品。公共租賃住房不是歸個(gè)人所有，而是由政府或公共機(jī)構(gòu)所有，用低于市場價(jià)或者承租者承受起的價(jià)格，向新就業(yè)職工出租，包括一些新的大學(xué)畢業(yè)生，還有一些從外地遷移到城市工作的群體。

The municipal government of Beijing unveiled a regulation Wednesday allowing more people to apply for public rental housing, Xinhua reported.
據(jù)新華社報(bào)道，周三，北京市政府公布規(guī)定細(xì)則，允許更多人申請公租房。

According to the regulation, which will go into effect in December, low- and middle-income earners, new employees and those who are not permanent residents but have worked in the city for a certain number of years are eligible to apply for public rental housing.
該規(guī)定于12月開始實(shí)行。根據(jù)該規(guī)定，中低收入者、剛就業(yè)的職工、沒有戶口但在該市工作了一定年限的人員可申請公租房。

Housing is another significant issue facing the locals. China in recent years have been promoting affordable housings for especially the low and medium-income groups. Projects such as low-rent housings and public rental housings are currently developed across the nation. The Chinese government aims to build 10 million affordable housing units this year.

China's affordable housing plan aims to offer low-rent housing and public rental housing units to low-and middle-income groups. The funds will also be used to help local governments renovate run-down areas and build other related infrastructure facilities, the MOF said in a statement on its website.

Of the total subsidies, 11.7 billion yuan will go to the low-rent housing program, 34 billion to public rental housing, and 16 billion for renovation projects in run-down urban areas, according to the MOF statement.

The government plans to build 10 million units of affordable housing this year and 36 million by 2015 to offer alternatives for home buyers in cities where average property prices almost doubled during the past two years.
