Somalia is viewed as the most corrupt country in the world, according to the Corruption Perception Index (CPI) published annually by Transparency International, while Denmark, New Zealand and Singapore are seen as the least corrupt, CNN reports. Countries with the highest scores on the index are the least corrupt; countries with the lowest scores, the most. Denmark, New Zealand and Singapore each scored 9.3 out of a possible 10. The rest of the top 10 scores were Finland and Sweden, 9.2; Canada, 8.9; Netherlands, 8.8; Australia and Switzerland, 8.7; and Norway, 8.6. At the bottom of the list of 178 countries Somalia scored 1.1, just below Afghanistan and Myanmar (1.4), and Iraq (1.5). |

The recent car accident at Hebei University has revealed another scandal there. According to the Oriental Morning Post, during March, an online posting accused university president Wang Hongrui of plagiarism. The post said that most of the seventh part of Wang's doctoral dissertation is quite similar with Wu Jianzhen's master's thesis. Wu is a graduate from the School of Electrical Engineering at Yanshan University. |

Meanwhile, 800 miles away on the island of Java, Indonesia's most volatile volcano erupted Tuesday morning, spewing out clouds of hot ash and killing at least 25 people. Indonesia is struggling to cope with three natural disasters after an earthquake, a tsunami and a volcanic eruption took place in the space of 24 hours. |

The fuel surcharge for domestic flights in China will rise on Oct. 27, the Beijing Daily reports. The surcharge for flights up to 800 km is to double to 40 yuan. For flights longer than 800 km, the surcharge will rise from 40 yuan to 70 yuan. |
