| Chengdu government officials announced Tuesday that the city will switch to a united household registration system between the city and its countryside in 2012, Chinanews.com.cn reports. People will be allowed to migrate freely while enjoying equal public service and social benefits. A management system for residents' information, including residences, status of marriage and family members, employment, taxation, credit and social insurance, will be set up in 2012. People will be identified by their ID numbers and registered according to their legal residence. |
中國新聞網消息，成都市政府官員周二宣布，將在2012年實現城鄉統一戶籍，民眾可自由遷徙，并享有平等的公共服務和社會福利。到2012年底前，成都將建立以身份證號碼為標識，集居住、婚育、就業、納稅、信用、社會保險等信息于一體的公民信息管理系統。城鄉居民將憑合法固定住所進行戶口登記。 |

| China will participate in the International Comparison Program for the first time, in 2011, Beijing Times reports. ICP is an international statistics cooperation program. Its main purpose is to calculate the purchasing power parity (PPP) of each currency and use PPP as the conversion coefficient to make various countries' GDP on the same currency unit. Therefore, the real economic scale and structures of each country can be compared. From January 2011, around 180 countries and regions will start the ICP investigation. The program ends in late 2013. |
《京華時報》消息，我國明年將首次參與國際比較項目活動。國際比較項目是一項全球性統計合作項目，主要目的是測算各種貨幣的購買力平價，以便用購買力平價作為轉換系數，將各國國內生產總值轉換為用統一貨幣單位表示，從而比較各國的實際經濟規模和結構。從2011年1月開始，全球約180個國家和地區將開展國際比較項目調查，整個活動將于2013年年底結束。 |

| Russian arms trafficking suspect Viktor Bout arrived at a New York City federal detention center following his extradition from Thailand on a chartered U.S. plane on November 16, AP reports. Bout is a former Soviet military officer and air cargo executive nicknamed "the Merchant of Death." He is accused of arming Third World failed states and insurgents since the 1990s. He was arrested in 2008 in a sting operation led by U.S. narcotics agents. Bout's extradition followed a diplomatic tug-of-war between the U.S. and Russia that shows no sign of letting up and could jeopardize cooperation on arms control, nuclear weapons curbs and the war in Afghanistan. |

| Police in Thailand have found the remains of more than 300 human fetuses hidden in a Buddhist temple in the capital, Bangkok. The police say they suspect the fetuses came from illegal abortion clinics. News reports say a member of the temple staff confessed to being hired by several clinics to dispose of remains. Abortion is illegal in Thailand, except when the pregnancy affects the mother's health or is the result of rape. Police said they had been called to investigate a strong odor in the temple and discovered a total of 348 fetuses in plastic bags, AP reports. |

| With the increasing number of customers for North Korea telecom operator, North Korea decided to produce mobile phones by themselves, South Korea's Yonhap news agency reports. A joint-venture company called Checom Technology that produces hundreds of mobile phones every day has been set up. Koryolink, which is affiliated with Orascom Telecom of Egypt, is the only mobile operator in North Korea. By the third quarter of this year, Koryolink had more than 300,000 customers, an increase of 63% compared to the previous quarter, but mobile phone users only account for 1% of North Korea's population. |
